About this file

This is Addendum 2 to an Invitation to Negotiate (ITN) for leased office and warehouse space issued by the Florida Department of Financial Services for its Fort Myers facility. The addendum provides clarifications and modifications to the original ITN #430:0233 through a comprehensive questions-and-answers section and formal modifications to key specifications. The Agency seeks between 14,188 and 15,682 usable square feet of contiguous space, comprising approximately 9,935 usable square feet of office space and 5,000 usable square feet of warehouse space to accommodate the Division of Criminal Investigations and State Fire Marshal operations. Written replies were due August 20, 2026, at 1:00 p.m. ET, with a public opening scheduled for August 20, 2026, at 1:15 p.m. ET in Tallahassee, Florida, and via Microsoft Teams conference call. Evaluation of replies is anticipated August 20 through September 3, 2026, with negotiations anticipated September 3 through September 30, 2026, and Notice of Intent to Award anticipated October 6, 2026. The anticipated lease commencement date is April 1, 2028, with no occupancy permitted before this date. The successful offeror must provide clear title or control documentation and comply with detailed Agency specifications regarding facility design, security systems, HVAC requirements, parking (55 spaces total with 10-15 secured spaces), and specialized areas including evidence rooms, training facilities, locker rooms with showers, and warehouse bays with drive-in doors.

Addendum 2 clarifies critical specifications previously ambiguous or incomplete in the original ITN. Key modifications address parking requirements, confirming that 10-15 secured spaces are included within the total 55-space requirement and may be satisfied by a fenced and gated area with controlled card access rather than requiring a fully enclosed structure. The Lessor is responsible for providing electrical infrastructure, HVAC systems with climate control throughout the entire leased area (including warehouse space), a backup generator with 72-hour minimum runtime supporting HVAC, lighting, IT/LAN, security systems, and office outlets, and miscellaneous improvements including conference room equipment mounts, break room built-outs with specific countertop and appliance specifications, warehouse water access and laundry hookups, hallways minimum four feet in width, and isolated dedicated electrical circuits for computer terminals. The addendum confirms that warehouse clear-height requirements are established by the specified drive-in door dimensions of approximately 12 feet wide by 14 feet height, that freight elevators must comply with state and local requirements with no DFS-specific requirements, and that security camera systems may include exterior mounting to satisfy parking lot security requirements. All buildout must comply with approved plans and specifications to be deemed acceptable, with liquidated damages applying if the space is not available by the April 1, 2028, occupancy date as detailed in Addendum C-3 of the modified ITN.
