About this opportunity

Peninsula College in Washington is requesting proposals from nationwide interim employment agencies to provide an Interim Human Resources Director, with proposals due July 20, 2026 at 3:00 p.m., and the position commencing on or before August 3, 2026 (RFP #260713).

The scope is a full-time, on-site HR Director position at the College's Port Angeles campus with minimal travel to Forks and Port Townsend campuses. The role is nine months initial term, with a total contract period including extensions not exceeding five years, and reports directly to the College President. The position is exempt and salaried at a base $135,000 annual salary plus $1,200 monthly housing allowance as direct compensation to the individual, with all vendor employer costs, benefits, administrative fees, and employment-related obligations (including federal and Washington State employment law compliance) billed separately by the staffing firm. The College will reimburse inter-campus travel and conduct background checks and fingerprinting. The College does not mandate specific health benefit plans or minimum benefit specifications. The position follows a standard 40-hour workweek and the College's paid holiday schedule (11 recognized holidays), with accruals of 16 vacation hours per month, 8 sick hours per month, and 40 personal hours per academic year, prorated.

Vendors must submit itemized pricing schedules rather than fully burdened rates and may use a disclosed employer-of-record partner for payroll and benefits administration. Vendors are encouraged to submit multiple candidate profiles. Proposals should include resumes, references, letters of recommendation, and cover letters for proposed candidates. Responses must be submitted electronically as PDF files to purchasing@pencol.edu with "RFP 260713" in the email subject and primary filename.

Either party may terminate with 30 days' notice (60 days preferred for the Interim HR Director position). Conversion fees for permanently hiring any placed candidate and replacement timelines if the director resigns will be negotiated post-award. Three addenda have been issued; bidders must comply with all addenda in preparing proposals.
