Addendum #3 for RFP #260713 – Peninsula College Interim Employment Agency
This is Addendum #3 to Request for Proposal #260713 issued by Peninsula College in Washington for an Interim Employment Agency contract. The College seeks to contract with a nationwide staffing firm to provide an experienced Interim Human Resources Director to begin on or before August 3, 2026. The initial contract term is one year, with up to four one-year extension options, for a total contract period not exceeding five years. The College may use this vendor for future staffing placements for similar position searches during the option years. Proposals were due by 3:00 p.m. on July 20, 2026, submitted electronically as PDF files to purchasing@pencol.edu with "RFP 260713" included in the email and primary filename. Either party may terminate the contract with a minimum of 30 days' notice, except the Interim HR Director position requires a preferred minimum 60-day notice period consistent with other exempt staff expectations.
The Interim HR Director will report directly to the College President and will follow the College's paid holiday schedule, which includes 11 recognized holidays. The position includes an accrual schedule of 16 vacation hours per month, 8 sick hours per month, and 40 personal hours per academic year, prorated accordingly. Peninsula College has a total headcount of 286 employees (152 full and part-time faculty, 73 classified staff, and 61 exempt staff) represented by WSFE and WFT/AFT unions. The College will conduct, arrange, and pay for the required background check and fingerprinting. Vendors are encouraged to submit multiple candidate profiles and resumes meeting the position criteria. Conversion fees for directly hiring any placed candidate as permanent staff will be negotiated with the successful vendor, as will specific terms regarding unpaid timeframes and replacement candidate timelines if the Interim HR Director resigns before the assignment completion date.
