About this file

This addendum to Request for Proposal #260713 issued by Peninsula College in Washington clarifies key terms for the procurement of an interim employment agency to provide an Interim Human Resources Director. The position is a nine-month contract commencing on or before August 3, 2026, with a total contract period not exceeding five years. The role requires a full-time, on-site presence at the College's Port Angeles campus with minimal travel to other campuses in Forks and Port Townsend. The College will conduct candidate interviews beginning August 3rd, following final negotiations and contract execution. Proposed candidates should be submitted with resumes, references, letters of recommendation, and cover letters. Responses to this addendum were due by 3:00 p.m. on July 20, 2026.

The compensation structure consists of a $135,000 annual salary plus a $1,200 monthly housing allowance as direct compensation to the selected Interim HR Director, with all vendor employer costs, benefits, and administrative fees billed separately. The College requires an itemized pricing schedule rather than a fully burdened rate. Vendors may utilize a disclosed employer-of-record partner for payroll, benefits, workers' compensation, and employment administration. The successful vendor is responsible for all compensation, benefits, and employment-related obligations, including compliance with federal and Washington State employment laws; however, the College does not mandate specific health benefit plans or minimum benefit specifications. Travel expenses between campuses will be reimbursed by the College. The position is exempt and salaried, based on a standard 40-hour workweek, and is not subject to hourly or overtime compensation.

SUBJECT: Addendum to Request for Proposal # 260713

Interim Employment Agency

ADDENDUM #1:

The purpose of this addendum is to answer questions and provide clarification.

Question 1: Please confirm whether the stated annual salary of approximately $135,000 and the $1,200 monthly housing allowance are intended as direct compensation to the selected Interim HR Director, with the vendor’s employer costs, benefits and administrative fee billed in addition.

Answer: The $135,000 is the salary for 12 months along with the $1,200 monthly housing allowance, intended as direct compensation from the vendor to the selected Interim HR Director – vendor’s employer costs, benefits & administrative fee billed in addition.

Question 2: Please also confirm whether the College expects a fully burdened annual bill rate, an hourly bill rate, or an itemized pricing schedule.

Answer: Please provide an itemized pricing schedule.

Questions 3: May the prime vendor use a disclosed employer-of-record partner for payroll, benefits, workers’ compensation and employment administration?

Answer: Yes

Question 4: Will candidate interviews be conducted following the July 24 evaluation, or may the College begin interviewing proposed candidates earlier?

Answer: Interviews will start August 3rd after final negotiations and contract is signed.

Question 5: Are vendor-provided health benefits required, and if so, are there minimum benefit specifications?

Answer: The successful vendor is responsible for compensation, benefits, and all employment-related obligations for personnel assigned under this contract.

Peninsula College does not require specific health benefit plans or minimum benefit specifications. Vendors are expected to comply with all applicable federal and Washington State employment laws and regulations

Question 6: Is the position expected to be onsite five days per week, and what standard weekly hours should vendors use for pricing?

Answer: Yes. The College expects the successful candidate to work on-site full-time. Vendors should use a standard 40-hour workweek when developing pricing. This is an exempt, salaried position and is not intended to be compensated on an hourly or overtime basis. The College's housing allowance is intended to support the on-site nature of the assignment.

Question 7: Will this position be fully on-site at Peninsula college or is there an opportunity for hybrid/remote work?

Answer: Please see Question 6.

Question 8: As this is a 9-month contract through a vendor- is the $135,000 what Peninsula

College will be paying vendors directly? Or is that the expected pay for the position itself.

Answer: Please see Question 1

Question 9: We understand the primary work location is the Peninsula College campus in

Port Angeles. Since the RFP also references the College's campuses in Forks and Port Townsend, could you please confirm whether the Interim HR Director will be expected to travel between campuses as part of the assignment?

Answer: There will be little to no travel other than to the Port Angeles campus.

Question 10: If travel between campuses is required, are those travel expenses reimbursable by the College, or should vendors include those costs in their proposed pricing?

Answer: Yes it will be reimbursed by the College.

Question 11: Under the Candidates section, the RFP requests a "resume and any other relevant materials" for each proposed Interim HR Director. Could you please clarify what "other relevant materials" means? For example, are you looking for copies of certifications, degrees, professional references, letters of recommendation, or any other specific supporting documentation?

Answer: These would be appreciated: references, letters of recommendation, cover letter.

This addendum shall become part of the original Request for Proposal and shall be properly signed, executed, and returned, along with the formal quote response, by 3:00 p.m. on 7/20/26.

All other terms, conditions, and specifications of the original Request for Proposal will remain the same. If you have already submitted your quotation and need to resubmit in light of this new information, please do so prior to the 7/20/26 3:00 p.m. deadline.

Sincerely yours, Chris J. Wood, Procurement & Supply Specialist 2
