About this opportunity
The West Virginia Office of Shared Administration (OSA) Purchasing Division, procuring on behalf of the Department of Health Facilities at William R. Sharpe, Jr. Hospital, is requesting quotations for an open-end contract to supply Intercool P-323-50 glycol, with bids due August 10, 2026 at 10:30 AM EDT and questions due August 3, 2026 at 10:30 AM EDT.
The solicitation is structured as a firm fixed-price contract with pricing subject to Consumer Price Index fluctuation throughout the contract term. The estimated annual requirement is 10,000 gallons of Intercool P-323-50 glycol with nine delivery instances. Award will be made to the lowest-cost bidder meeting all technical specifications. Vendors must submit unit pricing per gallon and per-delivery charges on the provided Pricing Page; failure to complete pricing in full results in bid disqualification. All delivery charges must be all-inclusive, covering fuel, environmental and regulatory compliance, shipping, and hazardous materials handling. Delivery terms are F.O.B. destination to William R. Sharpe, Jr. Hospital, 936 Sharpe Hospital Road, Weston, West Virginia 26452, with the vendor responsible for return shipping and restocking fees for unacceptable items.
All vendors must complete and execute a notarized Department of Health and Human Resources purchasing affidavit affirming compliance with West Virginia statutory debt and financial obligation requirements. Vendors cannot owe aggregate debts exceeding one thousand dollars or be in employer default status. Vendors must also provide their Federal Employer Identification Number and certify review of the DHHR Master Terms and Conditions. The contract may be funded in part with federal funds and is therefore subject to federal compliance requirements including Davis-Bacon wage rates, domestic product preferences, debarment screening through SAM, and Byrd Anti-Lobbying Amendment certification.
Bids should be submitted to OSA Purchasing, Kanawha Valley Bank Building, 300 Capitol Street, 7th Floor, Charleston, West Virginia 25301, preferably through the wvOASIS online system. Roberta A. Wagner, buyer, may be contacted at (304) 558-0437 or roberta.a.wagner@wv.gov.
