About this opportunity
The Texas Department of Criminal Justice is requesting offers for an Inmate Technology System encompassing inmate telephone service, inmate tablet service for approximately 149,000 incarcerated individuals, digital mail, and eMessaging across all TDCJ facilities statewide, with proposals due September 25, 2026 at 3:00 p.m. Central Time.
The contractor must install, operate, and maintain the entire system at no cost to TDCJ, absorbing all expenses for personnel, supervision, infrastructure, hardware, software, equipment, installation, maintenance, support, materials, supplies, training, and transportation. Revenue generation occurs through inmate calling services (local, intrastate, interstate, and international), tablet content subscriptions and replacements, and eMessaging — pricing structures for each service category must be submitted by respondents. The contractor must achieve full implementation and system deployment within 180 days of service commencement and maintain 24/7 operational support with redundant systems, backup power supplies, and simultaneous service across all designated facilities.
Respondents must demonstrate a minimum of three years of experience in this project work. All services must comply with applicable federal and state regulations, including ADA requirements, and maintain comprehensive security, data protection, and biometric identification protocols. A subcontracting plan is required; subcontracting opportunities are available.
The contract base term runs approximately seven years from signature through August 31, 2034, with renewal options extending potential duration to thirteen years. TDCJ reserves the right to modify site locations, inmate populations, and service parameters as operational needs dictate.
Pre-proposal conferences are scheduled August 11–13, 2026 at three TDCJ units (Holliday, Estelle, and Polunsky). Written questions are due August 20, 2026. Solicitation documents are available on the TDCJ Procurement Portal at https://tdcj.bonfirehub.com/portal; vendor registration is required.
