About this file
This is a Request for Offers (RFO) solicitation document from the Texas Department of Criminal Justice (TDCJ) seeking a qualified contractor to install, operate, and maintain a comprehensive Inmate Technology System (ITS) across all TDCJ facilities statewide. The ITS encompasses inmate telephone service, inmate tablet service for approximately 149,000 incarcerated individuals, digital mail services, and eMessaging capabilities. The solicitation was issued on July 31, 2026, with a response deadline of September 25, 2026, at 3:00 p.m. Central Time. Pre-proposal conferences are scheduled for August 11-13, 2026, at three different TDCJ units (Holliday, Estelle, and Polunsky), with a written questions deadline of August 20, 2026. The contractor must complete full implementation and system deployment within 180 days of the service commencement date. The contract term extends beyond the initial implementation period with options to renew, though specific renewal terms are referenced in Section F but not detailed in the provided excerpt. The Department reserves the right to modify site locations, inmate populations, and service parameters as operational needs dictate.
All services and infrastructure are to be provided at no cost to the TDCJ, with the contractor absorbing all expenses for personnel, hardware, software, installation, maintenance, support, materials, and training. The contractor is responsible for revenue generation through inmate calling services, tablet content, and eMessaging, with pricing structures to be submitted by respondents for local, intrastate, interstate, and international calls, as well as tablet content subscriptions and replacements. The contractor must comply with all applicable federal and state regulations, including ADA requirements, and maintain comprehensive security, data protection, and biometric identification protocols. A subcontracting plan is required, and the solicitation indicates that subcontracting opportunities are available. The contractor must provide detailed pricing schedules, financial statements, and demonstrate capability to serve all designated facilities simultaneously with redundant systems, backup power supplies, and 24/7 operational support. Contact specialists for the solicitation are Ellyse Collins (936-437-3484) and Janice Wooley (936-437-3834), with responses to be submitted through the Bonfire Hub portal at https://tdcj.bonfirehub.com.
