About this opportunity
The Maryland Transit Administration is requesting bids on four units of heated pantographs for Light Rail Vehicles under IFB 2276, with bids due September 24, 2026 at 2:00 p.m. local time and public bid opening on September 25 at 10:00 a.m. via Microsoft Teams. No pre-bid conference, site visit, or formal question submission period is scheduled.
The scope is four OEM #10991810 heated pantographs (Item M107757) for the MTA Light Rail Maintenance facility at 344 W. North Avenue, Baltimore, Maryland. Bidders may submit alternate original equipment manufacturers with proper verification documentation obtained from the Procurement Officer at least one week prior to bid closing. Pricing must be fully loaded and fixed for a 12-month period from award. Bidders must provide unit pricing, total pricing, and documented lead times indicating whether items are in stock or require days, weeks, or months for delivery. The estimated quantity of four units is subject to change based on actual release requirements without penalty to the contractor.
Award will be made to the responsible bidder with the lowest responsive bid price, evaluated on a line-by-line basis according to product specifications. No minimum bidder qualifications are established. No federal funding is involved, no subcontracting opportunities exist for MBE or VSBE participation goals, and no Small Business Reserve designation applies.
Successful contractors must register with the Maryland Department of Assessments and Taxation and accept payment by electronic funds transfer unless exempted by the State Comptroller's Office. Invoices must be submitted in the month following acceptance of goods, with all final invoices due within 60 calendar days of contract termination. Pricing escalation is not applicable. The State reserves the right to cancel orders if deliveries are not made within quoted lead times.
Required bid documentation includes a Bid/Proposal Affidavit, completed Price Form (Attachment B), Bidder Information Sheet, and Conflict of Interest Affidavit and Disclosure. Submissions must be electronic through the eMaryland Marketplace Advantage (eMMA) procurement system.
