About this opportunity
The Virginia Department of Transportation is requesting bids for right-of-way mowing and litter removal services in Prince William County under IFB-161172, with bids due September 1, 2026 at 11:00 a.m. EST and virtual public bid opening at 11:30 a.m. EST on September 2. A small business subcontracting plan is required unless the bidder holds Department of Small Business and Supplier Diversity (DSBSD) certification; the Commonwealth's goal is 42% of purchases from DSBSD-certified small businesses, including women-owned and minority-owned businesses.
The solicitation is structured as two lots covering the Prince William Residency West End. Lot 1 encompasses nine primary routes totaling approximately 224.70 acres (211.50 tractor and 13.20 non-tractor acres) with specific routing on Routes 215, 234, and 28; mowing is restricted to Monday through Friday, 9:00 a.m. to 3:00 p.m. Lot 2 covers 54 secondary routes totaling 209.10 acres (190.01 tractor and 19.09 non-tractor acres). All litter removal for each lot must be completed within 30 days. Scope includes mowing vegetation to four to six inches, debris removal prior to mowing, sight distance maintenance per safety standards, and removal of debris from roadways, gutters, sidewalks, bike paths, and drainage structures after each operation. Deficiencies must be corrected within 48 hours at no cost.
Lot 1 requires a minimum of two 75-horsepower tractors, one single flex wing rotary cutter with 10-foot cutting width, and two rotary cutters with 15-foot cutting widths. Lot 2 requires three 75-horsepower tractors and three single flex wing rotary cutters with 10-foot cutting widths. All equipment must be inspected within ten business days of request. A minimum crew of six qualified and experienced personnel is required per lot. Bidders must submit a completed Vendor Qualification and Equipment Certification Form and may not be awarded more lots than the number of unique tractors listed. Bids are evaluated as Grand Total by Lot (lowest responsive and responsible bidder). Unit prices must be firm per acre for mowing and litter removal, fixed regardless of vegetation condition. Contract runs from award through March 31, 2027, with primary work through November. Questions are due five business days before closing. Contact: Nasir Chhipa (Contract Officer) and Paul Croson (571-419-0867 for lot-specific details).
