About this file

Summary

This document comprises the bid attachments for IFB-161172, a Right-of-Way (ROW) Mowing & Litter Removal Services contract issued by the Virginia Department of Transportation (VDOT). The solicitation encompasses mowing and litter removal services across multiple lots within VDOT districts, requiring bidders to provide specialized equipment including 75-horsepower tractors, single flex wing rotary cutters with 10-foot cutting widths, and rotary cutters with 15-foot cutting widths. Lot 1 requires two tractors and multiple cutters, while Lot 2 requires three tractors and three cutters. All bidders must complete a mandatory pre-bid job site inspection and certify their awareness of work conditions. The contract includes multiple compliance and administrative requirements, including adherence to the 2011 Virginia Work Area Protection Manual and compliance with work zone safety guidelines established by VDOT district coordinators.

Bidders must comply with Virginia's small business subcontracting requirements, with a goal that over 42% of Commonwealth purchases be made from small businesses certified by the Virginia Department of Small Business and Supplier Diversity (DSBSD). All proposed equipment must be verified prior to award—owned equipment through in-person inspection, rented or leased equipment through signed rental agreements, subcontracted equipment through Subcontractor Approval Request Forms, and future purchases through proof of purchase with confirmed delivery dates. Bidders must provide Federal Immigration Reform and Control Act compliance certification, Virginia State Corporation Commission registration information, and references from at least three organizations with similar service experience. Work shall be suspended on predicted "code red ozone days" in designated ozone nonattainment, maintenance, and early action compact areas during the May through September ozone season. Sight distance maintenance guidelines are provided to ensure safe mowing practices at intersections based on posted speed limits plus five miles per hour.
