About this opportunity
Virginia Department of Transportation (VDOT) is soliciting bids for emergency towing services with experienced drivers and equipment to perform roadway clearing operations on an as-needed basis in the Fredericksburg District along Interstate 95, with bids due September 17, 2026. Addendum 1, issued September 3, modifies contract requirements and technical specifications; contractors must acknowledge receipt and compliance as part of their bid submission.
Bidders must provide a minimum of two light-duty tow vehicles and two heavy-duty tow vehicles, each with at least 52,000 lb GVWR capacity, along with specified boom and underreach ratings. Equipment may be owned, rented, leased, or subcontracted; VDOT will conduct in-person inspections of owned equipment prior to notice of intent to award, while rented, leased, and subcontracted equipment require supporting documentation including rental agreements, subcontractor approval forms, and proof of purchase with delivery dates. Bidders must complete Attachment C (Vendor Qualification/Equipment Inventory Certification) with detailed vehicle capacity specifications. Attachment L for supplemental equipment beyond minimum requirements is optional. Services include removing inoperable vehicles during inclement weather, snow and ice, hurricanes, and heavily traveled holidays.
All bidders must maintain State Corporation Commission registration and appropriate Virginia contractor licensing based on contract value thresholds. A Small Business Subcontracting Plan demonstrating commitment to utilize DSBSD-certified small businesses for at least 42 percent of contract value is required. Bidders must comply with Virginia Code Red Ozone Days restrictions, which suspend gasoline and diesel-powered equipment use in designated nonattainment areas during predicted code red ozone days from May through September. Equipment certifications and supporting documentation must be provided within two business days of request. A pre-bid conference was held August 31, 2026; Kristy Jeter (VDOT contract officer) and three towing firms attended. Questions and Answers #1 has been issued addressing Davis-Bacon and FHWA-1273 labor compliance, equipment specifications, and supplemental resources.
