About this file
This is a Questions and Answers document issued by the Virginia Department of Transportation (VDOT) in response to inquiries regarding Invitation for Bid (IFB) 161159 for I-95 Emergency Towing services in the Fredericksburg District. The solicitation seeks qualified firms to provide towing equipment with experienced drivers and operators to perform roadway clearing operations on an as-needed basis during inclement weather, emergencies, and special events. The scope includes removing inoperable vehicles that impede traffic flow or pose safety risks to VDOT operations and the traveling public. The bid requires submittal of equipment documentation in Attachment C, the Vendor Qualification/Equipment Inventory Certification form, which must clearly identify vehicle capacity specifications including GVWR, boom ratings, underreach ratings, and tow ratings for verification and inspection purposes.
The key clarifications address Davis-Bacon and FHWA-1273 labor compliance requirements, equipment specifications, and supplemental resources. Bidders are required to provide minimum specifications of two light-duty and two heavy-duty tow vehicles with at least 52,000 lb GVWR capacity. Attachment L for Supplemental Equipment is optional and should be submitted only if bidders offer additional resources beyond the minimum required equipment. VDOT reserves the right to supply additional tow vehicles and equipment from its own sources or request supplemental resources from contract holders at VDOT's discretion during emergency events. Equipment verification and inspection will determine final equipment requirements and eligibility for use under the contract.

Questions and Answers
IFB 161159
1. Davis-Bacon / FHWA-1273 Labor Compliance - We noticed IFB #161159 includes FHWA-1273 and
Davis-Bacon related provisions. For purposes of pricing and compliance planning, can VDOT please confirm whether the towing and roadway-clearing services under this IFB require Davis-Bacon wage determinations, weekly certified payroll submissions, and related FHWA-1273 payroll compliance during emergency towing events?
Answer: Refer to Section X Special Term and Condition #21
2. Attachment C Capacity Field - For Attachment C, can VDOT please confirm that the “Capacity” field should list the vehicle’s GVWR / chassis capacity, and that bidders may also include boom, body, deck, underreach, and tow ratings for clarification?
Answer: Refer to Attachment C – Vendor Qualification / Equipment Inventory Certification form item #4 for form requirements. Equipment verifications / inspections will determine equipment requirements.
3. Heavy-Duty Equipment Documentation - For heavy-duty tow vehicles/wreckers, will VDOT accept the equipment listing if the capacity field clearly includes the required minimum 52,000 lb GVWR, along with the manufacturer’s boom rating, underreach rating, and tow rating?
Answer: Answer: Refer to Attachment C – Vendor Qualification / Equipment Inventory Certification form item #4 for form requirements. Equipment verifications / inspections will determine equipment requirements.
4. Supplemental Equipment / Additional Resources - Attachment L is listed as “Supplemental
Equipment.” Can VDOT please clarify whether Attachment L is required to be completed and submitted with the bid response only if the bidder is offering supplemental equipment beyond the required two light-duty and two heavy-duty tow vehicles? Also, if VDOT needs additional towing resources during an emergency event beyond the required equipment assigned to a Lot, must those additional resources be pre-listed on Attachment L to be eligible for use, or would VDOT contact additional towers/resources separately under emergency procedures?
Answer: Any additional equipment being used under the resulting contract may be listed on Attachment L – Supplemental Equipment and returned with the bid submission if applicable but is not required. This equipment will be utilized if additional resources are needed during emergency events beyond the equipment lots assigned.
Answer: Refer to Page 9 IV.C.1.G: Additional Equipment: VDOT reserves the right to supply additional tow vehicles and/or equipment from VDOT sources if deemed necessary.
VDOT reserves the right to request additional tow vehicles/wreckers/rollbacks/carriers at VDOT’s discretion.
