About this opportunity

Salt Lake City Corporation's Department of Public Services is procuring construction services for the Ida Cotten Park improvement project (PRK24002) located at 1815 South 300 East, Salt Lake City, Utah, covering approximately 8,400 square feet. The scope of work includes tree protection and preservation, demolition of existing site features, grading and drainage, hardscape construction with concrete flatwork and retaining walls, installation of site furnishings and amenities (benches, signage, drinking fountains, waste receptacles), landscape lighting, irrigation system installation with 10 control zones, landscape work with 18 new trees and over 300 perennials and groundcovers, and perimeter fencing, explicitly excluding playground equipment and safety surfacing. The contractor must comply with all applicable Salt Lake City codes, state regulations, APWA specifications, AWWA standards, and OSHA requirements, including mandatory tree protection measures, 48-hour advance utility coordination protocols, comprehensive testing and inspection of all infrastructure systems, and Blue Stakes utility locating. The contract will be awarded on a lump sum basis with Substantial Completion required within 180 calendar days after the Notice to Proceed. A mandatory pre-bid conference is scheduled for May 19, 2026, at 1:00 p.m. via Microsoft Teams with an on-site visit following the meeting. Sealed bids are due by 2:00 p.m. local prevailing time on Wednesday, May 27, 2026, submitted electronically via Bonfire, by U.S. mail to 349 South 200 East, Suite 600, Salt Lake City, Utah 84111, or by in-person hand delivery, with public opening via Microsoft Teams at approximately 2:15 p.m. the same day. Bids will be evaluated using Salt Lake City's Value-Based Procurement Program, which assesses factors beyond price including nondiscrimination policies, apprenticeship program sponsorship, drug testing programs, and local small business status. Bid security equal to at least 5 percent of the total bid amount is required, and bids remain valid for 45 days after opening.

No specific set-aside designations for disadvantaged enterprises or minority-owned businesses are detailed in the procurement documents, though Salt Lake City's Value-Based Procurement Program does consider local small business status as an evaluation factor. The city engineer's estimate exceeds $250,000 but does not exceed $2,000,000, establishing the anticipated award value range. Performance and Payment Bonds, each in the amount of not less than 100 percent of the Contract Price, are required before contract execution. Liquidated damages of $250 per day apply for late completion, with additional charges for late punch list completion and work sequence delays. The project requires contractors to obtain all necessary permits, including a permit to work in the Public Way from Salt Lake City Engineering, and maintain comprehensive insurance and bonding coverage. Contract documents are available for free download via the Utah Public Procurement Place website at https://utah.bonfirehub.com/portal/?tab=openOpportunities, and bidders must register with the Utah Public Procurement Place to receive notification of any addenda.
