About this opportunity
The Nevada Army National Guard Office of Installations and Environment is requesting proposals for as-needed HVAC maintenance, repair, and installation services at four Southern Nevada military facilities, with proposals due July 31, 2026. The contract term is approximately two years, expiring on or about August 31, 2028, contingent upon annual state and federal funding appropriations with no guaranteed minimum funding amounts.
Work encompasses troubleshooting, repair, replacement, and installation of rooftop units, package units, split systems, heat pumps, chillers, boilers, fan coil units, VAV and VRF systems, compressors, motors, evaporators, heat exchangers, associated piping and ductwork, and building management system programming. Services are performed at Floyd Edsall Training Center in North Las Vegas, Speedway Readiness Center in North Las Vegas, Henderson Readiness Center in Henderson, and Anthony Cometa Complex in Las Vegas. Standard work hours are Monday through Friday, 7:00 a.m. to 5:00 p.m., with after-hours and weekend services available by arrangement.
Vendors must submit separate hourly rates and material markup percentages for each fiscal year, with pricing established through price lists for routine services (preferred), flat-rate or project quotes for specialized work, or time-and-materials quotes with state-determined not-to-exceed amounts. Rates must cover standard hours, after-hours weekday, weekend, holiday, and drive/travel time.
Proposals are evaluated on five weighted criteria: Demonstrated Technical Competence and Specialization (25 points), Past Performance on Similar or Previous State or Government Contracts (25 points), Availability of Key Personnel and Familiarity with Facilities (15 points), Compliance and Safety (15 points), and Cost Factor (20 points). Financial stability is scored pass or fail.
Contractors must maintain current Nevada business licensing, Commercial General Liability insurance ($2 million general aggregate), Commercial Automobile Liability insurance ($1 million combined single limit), and Workers Compensation Insurance with statutory limits. Background security clearances are required for facility access. A one-year workmanship and materials warranty is required from contract completion. Vendors must register with the Nevada Vendor Database and submit proposals through NevadaEPRO, with all questions directed to Chris Snidow at (775) 887-7280 or project managers Paul Toups at (775) 634-5089 and Isaac Fuentes at (775) 781-7880.
