About this opportunity

Portland Public Schools District 1J in Multnomah County, Oregon is requesting proposals for HVAC Maintenance and Repair Daily Support services across approximately 90 active school facilities, with proposals due at 2:00 PM Pacific Time on October 22, 2026 and a public proposal opening via teleconference at 2:05 PM the same day. The District intends to award multiple contracts and will determine the number of awards based on proposal evaluation scores and proposer capacity.

The scope encompasses troubleshooting and repair of HVAC and boiler systems (steam and hydronic), DDC and pneumatic controls, and equipment from Delta, ALC, Honeywell, and Distech Controls manufacturers across all District sites. Work is assigned daily by the District's HVAC operations supervisor on an as-needed basis during regular hours (Monday–Friday, 6:00 AM to 2:30 PM) with occasional emergency after-hours or weekend work, with an expected volume of approximately 40 hours per week per technician. Contractors must maintain a minimum of two to three primary technicians to ensure consistency and be capable of onboarding additional dedicated technicians or dedicating existing technicians full-time for contract duration.

The contract term is three years with options to renew for two additional one-year terms, with an anticipated contract start date of March 1, 2027. No contract value is specified. The contract is subject to Oregon prevailing wage requirements under ORS 279C.800 to 279C.870, and contractors must maintain a public works bond as required by ORS 279C.836. Contractors must pay for fingerprint-based criminal history verification for all personnel with potential unsupervised student contact (current cost $94.50).

Evaluation weighs Company Strategy (30 points), Experience (30 points), Proposed Key Staff and Staff Experience/Capacity (30 points), Internal Workforce Equity and Diversity Practices (5 points), and Rate Proposal (5 points). Rate evaluation considers lowest total weighted hourly rate (3 points) and total weighted markup for materials (2 points). Prevailing wage rates established by the Oregon Bureau of Labor and Industries apply; rate proposals must include separate hourly rates for HVAC Technician (75% utilization) and Boiler Technician (25% utilization) classifications across standard, overtime, and double-time compensation. The District encourages certified minority-owned, women-owned, service-disabled veteran-owned, and emerging small businesses to submit proposals and participate as subcontractors. Questions are due October 9, 2026, and final addenda will be posted by October 16, 2026. Notice of Intent to Award is anticipated by November 3, 2026. Proposals must be submitted electronically through PlanetBids and are limited to 20 pages with resumes in a separate appendix. Attachment C requires three references, including the most recent District project if contracted within the past five years.
