About this opportunity

Douglas County Government's Department of Human Services has issued Request for Qualifications (RFQ) No. 026-25 seeking qualified vendors to provide comprehensive human services client and staff goods and services. The solicitation covers multiple service categories including community supports, employment and family supports, financial assistance, contract staff positions, day treatment, domestic violence intervention, mental health evaluations, substance use disorder services, family time supervision, transportation, and specialized therapeutic services. Vendors will be evaluated based on specific criteria outlined in Exhibit E, with the county aiming to establish a pool of at least three qualified vendors per service category. The RFQ is open to vendors who can provide services for clients/cases referred by the Department of Human Services, with responses due on November 10, 2025, at 3:00 P.M. Key evaluation criteria include provider qualifications, evidence-based practice standards, ability to comply with background check requirements, and capacity to deliver trauma-informed, culturally responsive services. The contract period will run from June 1, 2025, to May 31, 2026, with potential for renewal.

While the RFQ does not specify specific set-aside designations, vendors must be able to do business in Colorado and cannot be suspended or debarred from federal funds or working with Douglas County. Potential funding sources include Temporary Assistance for Needy Families (TANF), with household eligibility requirements including gross annual income under $75,000 and having a dependent child under 18. The solicitation allows for third-party payments such as Medicaid, which do not count against the maximum contract expenditure. The contract has a maximum liability of $0.00, with actual expenditures dependent on annual appropriations and specific referrals. Payment terms are set at "Net 45" with potential for purchasing card payments, and the county encourages cooperative purchasing that would allow vendors to extend pricing to other governmental agencies. Vendors must provide proof of Workers' Compensation and Unemployment Compensation insurance, and comply with various federal and state laws regarding client confidentiality and service delivery.

Opportunity text

The Department of Human Services of Douglas County Government, hereinafter referred to as the County, respectfully requests responses from responsible and qualified vendors. Vendors responding to this RFQ will be evaluated based on the criteria noted in Section H. below; will be short-listed for each area of work based on their response; and selected as needed for a Public Contract for Services, when appropriate. The number of short-listed vendors detailed in Exhibit "E" will vary based on the number of qualified submittals received, and the number of vendors needed to accommodate the need. The County would like to have no less than three (3) responses per category. Designation as a short-listed vendor does not guarantee selection or a subsequent Public Contract for Services.
