About this opportunity

The City of Tarpon Springs, Florida is requesting sealed bids for roof replacement at the historical Safford House Museum, a National Register-listed property at 23 Parkins Court, with bids due August 31, 2026 at 3:00 p.m. through the Bonfire procurement portal. Work must comply with the Secretary of the Interior's Standards for Rehabilitation and the City's Heritage Preservation Ordinance.

Bidders must hold a current Florida roofing contractor license with a minimum of five continuous years' experience installing cedar shake roofing systems and three completed historic restoration roofing projects of similar scope within the past ten years — a restrictive capability gate. The scope includes complete removal of existing cedar shake roofing and underlayment, wood deck repairs and plywood sheathing installation, cedar shake replacement in kind (material species, dimensions, and exposure matching existing), aluminum flashing at all penetrations and transitions, new aluminum gooseneck vents, and low-slope membrane roofing on sections with pitch less than 3:12. The architect (Stantec Consulting Services, Atlanta) has determined that cedar shake shingles are the only option meeting historic preservation standards for administrative approval; alternative materials would require Heritage Preservation Board review with uncertain outcome. Work must adhere to the Cedar Shake and Shingle Bureau New Roof Construction Manual, 2025 Edition, and all drawings are provided with approved equal alternatives for underlayment, ventilation, flashing, and roofing membrane products.

Contractors must provide five references (three from historic restoration projects), a full-time on-site superintendent, a project schedule with estimated man-hours, subcontractor information, and documentation of Florida contractor license and insurance. Minimum insurance includes Workers' Compensation, $1 million Comprehensive General Liability per occurrence, and $1 million Comprehensive Automobile and Truck Liability per occurrence. An electronic Performance & Payment Bond through Surety2000.com is required. Contractors must provide a minimum ten-year warranty on workmanship plus manufacturer warranties, written maintenance instructions, and daily site cleanup. Pricing must be firm for one year and include transportation, insurance, and warranty. Questions are due August 18, 2026 to purchasing@ctsfl.us. No site visit or bidders conference is specified. Award recommendation timing is listed as TBD. Contract term runs from Notice to Proceed through project completion with no renewal provisions.
