The Los Angeles County Metropolitan Transportation Authority (LACMTA) Traction Power Department is requesting sealed bids for high voltage maintenance personal protective equipment and hot line tools, with bids due October 30, 2026, and a pre-bid conference on October 12, 2026. No Disadvantaged Business Enterprise goal has been established; however, DBE participation is encouraged and will be counted as participation credit. The contract is federally funded and subject to 49 CFR Part 26, 49 CFR Part 655, and other federal and state compliance requirements.
The scope comprises fourteen line items of new, OEM-packaged electrical safety equipment: rubber insulating gloves (1KV and 40KV ratings) in multiple sizes, Grip-All shotgun hotsticks in varying lengths, rubber insulating blankets with canisters, voltage detectors, leather glove protectors, and cotton liners. All items must be manufacturer-certified as new with no refurbished or used equipment acceptable. Estimated quantities total 30 units per item type. All deliverables require one-year manufacturer warranties with ASTM-compliant testing documentation. Delivery must occur at 590 South Santa Fe Avenue, Los Angeles, California 90013 by March 1, 2027, during business hours Monday through Friday, 8:00 AM to 3:00 PM PDT, excluding Metro holidays. The contractor must submit a delivery schedule within ten calendar days of award.
LACMTA reserves the right to award a single contract or multiple contracts to one or more sources. The contract is firm fixed-price to the lowest-priced responsive and responsible bidder and carries zero option periods. LACMTA will retain 10 percent of progress payments, reducible to 5 percent after 50 percent completion. Payment is due within thirty days of receipt of proper invoices. Bidders exceeding $500,000 for non-construction contracts must be pre-qualified with LACMTA prior to award. Questions and requests for approved equals are due October 15–16, 2026, with LACMTA responses by October 20. The virtual public bid opening is scheduled for 2:30 p.m. on October 30, 2026.
