About this opportunity
The Los Angeles County Metropolitan Transportation Authority (LACMTA, operating as Metro) is requesting bids for four hi-rail bucket trucks to expand its Maintenance of Way Traction Power System fleet under IFB No. DR131468, with bids due October 13, 2026 at 10:00 a.m. (PDT) and a mandatory pre-bid conference on September 8, 2026 at 2:00 p.m. (PDT) via Microsoft Teams. SBE/DVBE program provisions are reserved and may apply; bidders failing to meet any established SBE and DVBE participation goals are ineligible for award. Firms whose bids exceed $500,000 must complete pre-qualification with Metro's Pre-Qualification Office no later than the bid due date.
Each truck must be based on a Freightliner M2-106 chassis (2027 model year, Super Cab) with a minimum 300-horsepower diesel engine and GVWR not exceeding 33,000 pounds, paired with an Altec, Versalift, or approved-equal hydraulic telescoping articulating aerial lift delivering minimum 40-foot reach to platform and 45-foot working height. Technical specifications include detailed wheelbase, frame, axle, transmission (fully automatic, minimum 5 forward speeds), utility-body compartmentalization, hi-rail attachments, and safety requirements; bidders must confirm compliance with all highlighted specification line items. Warranty requirements include minimum three-year/36,000-mile chassis, five-year/250,000-mile powertrain, five-year/100,000-mile emissions, and one-year hi-rail gear and boom lift coverage. Vehicles must pass track testing on Metro rail property and comply with ANSI/SAIA A92.2-2021, FRA, CARB, SCAQMD, and EPA Tier 4 standards.
The requested delivery timeframe is 210 days from contract award to Metro's Division 10 facility at 742 North Mission Road, Los Angeles, CA 90033. Contractors must provide operator and maintenance training (minimum four hours each for up to ten Metro personnel within thirty days of acceptance), complete DMV documentation, and arrange delivery via lift-gate truck with two working days' notice. Award will be made to the lowest-priced responsive and responsible bidder on a Firm Fixed Unit Rate basis. Bid security of not less than 10% of total bid price is required; firms must execute the contract and submit insurance, bond (if applicable), and certifications within ten calendar days of award. Written questions are due September 17, 2026 at 4:00 p.m. (PDT); clarifications will be issued September 23, 2026. Bidders seeking substitute equipment must request "Or Equal" approval by September 17, 2026. Mandatory submissions include Ethics Declarations, General Certifications, 49 CFR Part 655 drug and alcohol compliance certificates, noncollusion affidavits, SBE/DVBE affirmations and dealer-distributor forms, current-contract backlog and completed-contracts lists (prior five years), and business data sheets. Payment terms are Net 30, FOB-Destination/DDP.
