About this file
This is a Technical Requirements Specification (Exhibit A.1) for the Los Angeles County Metropolitan Transportation Authority (Metro) procurement of Hi-Rail Bucket Trucks, Specification Number MA-24-09. The specification details the requirements for four (4) new hi-rail bucket trucks intended to support Metro's Maintenance of Way (MOW) Traction Power System fleet expansion. The vehicles must be based on a Freightliner M2-106 chassis or approved equal with a 2027 model year, featuring a Super Cab configuration, diesel engine rated at minimum 300 horsepower, and a gross vehicle weight rating (GVWR) not to exceed 33,000 pounds. Each truck shall be equipped with an Altec, Versalift, or approved equal hydraulic telescoping articulating aerial lift providing a minimum 40-foot reach to the platform bottom and 45-foot working height at an 11-foot radius. The specification includes comprehensive requirements for the utility body with compartmentalization, lighting systems, hi-rail attachment assemblies, hydraulic systems, controls, and safety features. Bidders must provide written responses confirming compliance with all highlighted yellow line items, including specific technical parameters such as wheelbase (171 inches minimum), frame strength ratings, axle specifications, transmission requirements (fully automatic with minimum 5 forward speeds), and platform capacity (minimum 500 pounds).
The specification mandates extensive documentation, training, and warranty provisions. Bidders must submit operator and maintenance manuals, electrical schematics, and rail gear documentation prior to vehicle acceptance. Contractors are required to provide minimum four hours each of operator and maintenance training for up to ten Metro personnel at a Metro-designated facility within thirty days of final acceptance. Warranty requirements include a minimum three-year/36,000-mile chassis warranty, five-year/250,000-mile powertrain warranty, five-year/100,000-mile emissions system warranty, and one-year warranties for the hi-rail gear and boom lift aerial device. Final vehicle acceptance is contingent upon successful completion of track testing on Metro rail property, including performance verification on specified track curvatures (minimum 105-foot radius), grades (maximum 6 percent), and clearance requirements. The vehicles must comply with ANSI/SAIA A92.2-2021 aerial lift standards and all applicable Federal, State of California, CARB, SCAQMD, and local emissions regulations in effect at manufacture and delivery.
