About this opportunity

Middlebury Public Works is requesting sealed bids on heavy equipment rental with operators and laborers under ITB 38065, with bids due July 30, 2026 at 9:45 a.m. EDT and public opening at 10:30 a.m. the same day at Middlebury Town Hall.

Bidders must have at least five years of experience in heavy equipment rental for road and site work in Connecticut and must provide references for comparable work over the past five years. Use of subcontractors is prohibited, and each bidder may submit only one proposal.

The scope covers rental of small bulldozers, wheel loaders, large excavators, motor graders, and screening plants with operators and laborers to supplement Department of Public Works projects within Middlebury's borders. All equipment must be delivered complete, fueled, and transported to job sites with a minimum eight-hour rental period. Hourly rental rates are requested for five separate one-year periods over a five-year contract term running August 1, 2026 through June 30, 2031. Payment is made within thirty days of invoice receipt following inspection and acceptance by the Director of Public Works, based solely on hours worked as documented by daily reports signed by the Director or designee and supported by weight tickets or sales invoices. The Town furnishes a Cert-134 sales tax form and handles all traffic control costs.

The successful bidder must provide a Certificate of Insurance naming the Town as additional insured with Commercial General Liability of $1 million per occurrence and $2 million aggregate, Automobile Liability of $1 million per accident, and Workers' Compensation as required by Connecticut law. All bids remain valid for sixty days from opening. Specifications and contract documents are available at the Public Works Admin. Offices, 1 Service Road, Middlebury, Monday through Friday from 7:30 a.m. to 2:30 p.m. Contact Paul Pronovost at 203-577-4169 or ppronovost@middleburyct.gov.
