About this opportunity

The West Virginia Department of Administration, Purchasing Division, on behalf of the West Virginia Department of Transportation, is requesting quotes for HDPE and PP pipe materials under a Centralized Request for Quote (CRFQ 0803), with bids due October 28, 2026 at 1:30 PM EST and a mandatory pre-bid meeting that all bidding vendors must attend.

This is an open-ended master agreement with no committed purchase quantities. The scope covers four product categories: corrugated polyethylene perforated underdrainage pipe in 100-foot and 250-foot coils; corrugated HDPE profile wall pipe in both 20-foot and 30-foot sections conforming to AASHTO M 294; corrugated polypropylene dual wall pipe in 20-foot sections conforming to ASTM F2881M or AASHTO M 330; and split couplings. The contract spans 24 line items with pipe diameters ranging from 4 inches to 60 inches. Estimated quantities on the pricing page range from 60 linear feet to 17,210 linear feet per item, representing approximate volumes only.

All materials must be sourced from suppliers and fabricators approved by the WVDOT Materials Control, Soils and Testing Division. All qualified and responsible vendors meeting mandatory requirements are eligible for award; individual project awards are determined by lowest overall total cost. Unit cost bids must be submitted per linear foot on Attachment A (Pricing Page) with FOB delivery to WVDOT-designated destinations included in bid pricing. The contract term is one year with potential renewal for up to three additional one-year periods. Standard orders require delivery within 10 working days of receipt with a minimum order total of $1,000; emergency orders must be initiated within 48 hours at 1.5 times the bid price. Bids are held firm for 90 days following opening. Late deliveries incur liquidated damages on a prescribed schedule ranging from $350 to $4,200 per calendar day unless caused by force majeure. Vendors must maintain commercial general liability and automobile liability insurance of at least $1 million per occurrence. Questions are due October 15, 2026 at 1:00 PM EST to James W. Atkins at james.w.atkins@wv.gov or (304) 558-0094.
