About this file
This is a Request for Quotation (RFQ) and specifications document issued by the West Virginia Purchasing Division on behalf of the West Virginia Department of Transportation (WVDOT) to establish an open-ended contract for High-Density Polyethylene (HDPE) and Polypropylene (PP) pipe materials throughout West Virginia. The solicitation covers four primary contract items: corrugated polyethylene perforated underdrainage pipe supplied in 100-foot and 250-foot coils; corrugated HDPE profile wall pipe in 20-foot and 30-foot sections conforming to AASHTO M 294 standards; corrugated PP dual wall pipe in 20-foot sections conforming to ASTM F2881M or AASHTO M 330 standards; and split couplings sized to correspond with the pipe products. All materials must be sourced from suppliers and fabricators approved by the WVDOT Materials Control, Soils and Testing Division. Standard orders must be delivered within 10 working days of receipt with a minimum order total of $1,000, while emergency orders designated by a WVDOT District Engineer must be initiated within 48 hours and are compensated at 1.5 times the bid price. All qualified responsible vendors meeting mandatory requirements shall be awarded contracts, with individual project awards determined by lowest overall total cost calculation.
Vendors must complete the provided Pricing Pages (Attachment A) with bid prices for each contract item, factoring in all equipment, materials, delivery, and labor costs, with all bids held and honored for 90 days following bid opening. Standard order delivery shall be F.O.B. destination with delivery charges included in bid pricing, except for orders under $1,000 which may include a separate shipping charge. The State of West Virginia will process payments through Purchasing Card or Electronic Funds Transfer, and vendors must accept both payment methods. Vendors are responsible for maintaining current contact information in the wvOASIS system and must acknowledge Agency Delivery Orders (ADOs) in writing within five calendar days or face order refusal. Late deliveries incur liquidated damages calculated according to the contract amount using a prescribed schedule ranging from $350 to $4,200 per calendar day, unless delays result from force majeure events. Vendors must maintain sufficient inventory, provide quarterly reports as requested, and designate a primary contract manager available during business hours, with failure to comply potentially resulting in contract cancellation.
