About this opportunity

The New York State Office of Parks, Recreation and Historic Preservation (OPRHP) is requesting quotations for constructing a foundation (slab on grade, grade beam, and helical pile system) to support a prefabricated storage structure at Robert Moses State Park in Suffolk County, with quotes due August 14, 2026 via RFQ Form LI-RM-2027-501. A mandatory site visit was held July 29, 2026; an addendum issued August 6, 2026 revised the RFQ form and all prior submissions are rejected.

The scope includes helical pile installation (eight piles with torque monitoring and one proof load test, designed and sealed by a New York State Licensed Professional Engineer), grade beam and slab-on-grade concrete work totaling approximately 38 cubic yards, site preparation (clearing, grubbing, temporary fencing, erosion control, utility mark-out), a 5-foot-wide 6-inch-deep trench with compacted gravel on the entire side of the three garage doors, reinforcement steel installation, and site cleanup. Submittals must be approved within 14 days of purchase order receipt or per drawing timelines. All work must comply with 2025 New York State Building Code requirements. The geotechnical investigation identified poorly graded sand with groundwater at approximately 7 feet below grade and soil bearing values of 0.5 to 3.0 tons per square foot; the engineering drawings and geotechnical report are available on the NYS Contract Reporter website.

Concrete truck deliveries are restricted by Robert Moses Causeway bridge weight limitations under New York Vehicle and Traffic Law Section 385, requiring contractors to plan for multiple smaller loads. On-site utilities (water and electricity) are available. No performance, bid, or payment bonds are required. OPRHP will retain and pay for the special inspector and concrete testing laboratory. Quotes must be submitted electronically on the revised August 6, 2026 RFQ form to Elizabeth.Gunning@parks.ny.gov by 3:00 p.m. on August 14, 2026.
