About this file
This is an Addendum to a Request for Quote (RFQ) issued by the New York State Office of Parks, Historic Preservation and Recreation (OPHRP) Long Island Region for the Robert Moses State Park Golf Storage Facility-Foundation Installation project (Project ID: LI-RM-2027-501). The addendum addresses questions and answers from prospective bidders and includes revisions to the RFQ form dated August 6, 2026. Key project components include helical pile installation, grade beam and slab-on-grade concrete work totaling approximately 38 cubic yards, pavement protection matting, reinforcement materials, and associated site preparation. A mandatory site visit was held on July 29, 2026, with revised documentation uploaded to the NYS Contract Reporter website. All quotes must be submitted on the revised RFQ form dated August 6, 2026, with previous submissions rejected.
The project involves multiple technical specifications and material requirements detailed in the addendum, including galvanized reinforcement steel, polyethylene vapor barriers (10-15 mil, ASTM E1745 Class A), and compressed stone gravel. Helical pile installation must comply with 2025 NYS Building Code requirements, including torque monitoring for all eight piles and one proof load test. The state will retain and pay for the special inspector and concrete testing laboratory; no performance, bid, or payment bonds are required for this RFQ. On-site utilities including water and electricity are available, though concrete truck deliveries are restricted by Robert Moses Causeway bridge weight limitations under New York Vehicle and Traffic Law Section 385, requiring contractors to plan for multiple smaller truck loads. The geotechnical report and construction drawings are available for download on the NYS Contract Reporter website.

ADDENDUM NUMBER 1
Project ID: LI-RM-2027-501 Project Title: Robert Moses State Park Golf Storage Facility-Foundation Installation RFQ Park: Robert Moses State Park Regarding: Questions and Answers; RFQ Form Revisions and NYS Contract Reporter Updates
UPDATES ON NYS CONTRACT REPORTER WEBSITE
1. The revised RFQ Form and sign-in sheet from the July 29th, 2026 (7/29/2026) site visit have been uploaded.
CHANGES TO THE RFQ FORM
1. The line item for pavement protection mats has been included.
2. “Detailed Scope of What is Needed” has been changed to include “pavement protection to be placed on concrete next to existing garage structure (incl. product data submittal).
3. ALL QUOTES MUST BE SUBMITTED ON THE REVISED FORM DATED 8/6/2026; ANY QUOTES
SUBMITTED ON THE PREVIOUS FORM WILL NOT BE ACCEPTED.
QUESTIONS AND ANSWERS
1. Question: Can you please provide a construction material list?
Answer: Please refer to the drawings.
2. Question: Does the agency have a geotechnical report already, or is that also to be included in our bid price?
Answer: The geotechnical report has been released and is available for download on the NYS
Contract Reporter website.
3. Question: Are there bond requirements (i.e., bid bond, performance bond, or payment bonds)?
Answer: As this is a Request for Quote, no bonds are required.
4. Question: Is there water and electricity available on site?
Answer: The water hose on-site and the hydrants in the parking lot may be used. There is also electricity available on-site for use.
5. Question: What are the weight restrictions on the Fire Island Inlet bridge for concrete trucks?
Answer: For the Robert Moses Causeway (RMC) bridges, the restrictions for concrete trucks are tied directly to New York’s R-posted bridge rules under VTL § 385. This means overweight-permit vehicles are prohibited — no divisible load permits allowed. We recommend smaller loads trucks or partially filled standard mixers ( ~40,000 lbs gross) to be used from concrete suppliers; this should not affect the construction schedule considering the weight of all grade beams totaling approximately 13 CY, the weight of concrete slab totaling approximately 25 CY , and the fact that they cannot be concreted in one day. Contractor to account for a few concrete truck deliveries based on bridge restrictions.
6. Question: For the helical pile installation, can you please clarify if they should be installed to a 50 kip ultimate load or 100 kip ultimate?
Answer: Please refer to the drawing F0-100, Elevation Section 2, and the geotechnical report for the given load information. The helical loading factor to the allowable load is listed on the above-referenced drawing.
7. Question: When will the bid results be posted to the NYS contract reporter?
Answer: Please note that this was a Request for Quote (RFQ). Once Albany issues the official Purchase Order, the results will be posted in Contracted Reporter (https://www.nyscr.ny.gov/newAgency.cfm).
8. Question: Please clarify whether reinforcing bars and welded-wire reinforcement shall be standard uncoated steel, epoxy-coated steel or galvanized steel. Sheet S-001 references epoxy-coated reinforcement, while Section 032000 includes galvanized reinforcing bars and galvanized welded-wire reinforcement.
Answer: As per Specification Section 32000, all reinforcement is to be galvanized.
9. Question: Please provide the required thickness and material specification for the compacted gravel/RCA below the slab-on-grade. Please also provide the required vapor-barrier material and thickness. Confirm whether the under-slab stone and vapor barrier are to be included under RFQ Item 11, or whether the six cubic yards under Item 8 includes any under-slab material.
Answer: Item 8 is for the 6" crushed stone gravel apron alongside the building with three garage openings. Please include 6" crushed stone/gravel and vapor barrier beneath the slab-on-grade as part of each assembly under Item 11. Refer to specification section 310001 -earthwork materials for crushed stone/ gravel material requirements on drawing spec-3000.
Please account for 10–15 mil polyethylene vapor barrier (ASTM E1745 Class A) placed directly under the concrete slab to prevent ground moisture intrusion and protect stored items.
10. Question: Please provide the prefabricated building manufacturer’s anchor-bolt plan, including anchor quantity, spacing, elevations, edge distances, and coating requirements. Confirm whether the foundation contractor is responsible for furnishing the anchor bolts or whether the bolts/templates will be furnished by the prefabricated building supplier for installation by the foundation contractor.
Answer: At this time, the OPHRP is awaiting the release of the anchor-bolt plans from the manufacturer. The furnishment and installation of the anchor bolts will be performed by the prefabricated buildinginstaller.
11. Question: Please confirm whether OPRHP will retain and pay the special inspector and concrete testing laboratory. If testing is the contractor’s responsibility, please identify the anticipated number of tests.
Answer: Per NYS building code, a special inspector cannot be engaged by the contractor.
OPRHP will hire and pay for the special inspector and any required testing.

12. QUESTION: Please confirm whether New York State PE-signed and sealed formwork / Rebar shop drawings are required for the grade beams, slab haunches and curbs shown, or whether this requirement applies only to engineered formwork, shoring or specialty forming systems.
ANSWER: Provide a separate item for signed and sealed drawings for grade beams, slab haunches, and curbs.
13. QUESTION: For the Helical piles, please confirm whether any compression, tension, or lateral load testing or pile preloading is required. Section 316613 states that testing applies “if required on the Drawings,” but no specific test type or quantity appears to be identified.
ANSWER: Per 2025 NYS Building Code, proof for loading is required. Installation torque has to be monitored for every pile, a total of eight (8). Total weight with calibrated torque monitor and noted for each pile. The installer is to provide torque logs. One (1) proof load test is to be performed.
