About this opportunity

The Town of Farragut, Tennessee, located in Knox County, has issued a Request for Proposals (RFP) for comprehensive Geographic Information Systems (GIS) Professional Services. The solicitation seeks qualified professional consulting and engineering firms to provide a range of GIS-related services, including database maintenance, mapping, analysis, and general geospatial support. Potential expanded services may include asset management, contract management, data warehousing, surveying, environmental assessments, HAZMAT management, master planning, transportation and infrastructure design, ADA compliance analysis, and building inspection services. The RFP evaluation will utilize an adjective-based scoring system with four key criteria: related experience of the firm and key staff (35 points), references and credentials (25 points), firm's approach and service delivery timeline (30 points), and cost (10 points). The original proposal submission deadline was June 24, 2025, at 2:00 PM, with proposer questions due by June 17, 2025, at 5:00 PM. However, the solicitation was ultimately cancelled on June 5, 2025, with the Town indicating an intent to reissue the procurement in the future.

The RFP did not specify any specific set-aside designations or restrictions on responding organizations. The incumbent contractor was identified as AECOM Technical Services, Inc. The Town currently operates an ArcGIS Online account and uses Town infrastructure and ESRI online storage, with no hosting services required from the contractor. Primary current users include the Engineering, Planning & Codes, and Administration departments, with anticipated expanded use by Public Works and Parks & Recreation. The Town utilizes ArcGIS Pro 3.3 and ArcGIS Desktop 10.8 for desktop clients. While a specific budget was not comprehensively detailed, the fiscal year 2026 budget allocation for GIS services was noted as $250,500. The proposed contract term was initially three years, from July 1, 2025, through June 30, 2028, with options to renew for up to two additional one-year periods. Proposers were required to demonstrate ability to obtain professional liability insurance with $1,000,000 per claim and aggregate limits, along with standard commercial general liability, auto liability, and workers' compensation coverage.
