About this opportunity

The Indianapolis Airport Authority is requesting quotations for a gate management and aircraft parking system under RFQ, with responses due October 14, 2026.

The scope is a web-based Software-as-a-Service platform delivering core airport ground-operations capabilities: dynamic gate matching and assignment, user and permissions management, gate and remote-spot inventory management, integration with the airport's Airline Operations Database (AODB), gate-utilization reporting, real-time and predictive gate forecasting, automated turn data, and spot-adjacency rule creation. The system must support import of SSIM and CSV files; enable requests from IND staff, airlines, and ground handlers; manage operational rules, Remain Over Night (RON) rules, and rate sheets; automatically compile usage charges and financial reporting; provide reservation editing, aircraft data retrieval, approval layers with auto-approval, real-time flight data integration, tow-off assignment, and automated aircraft landing information. The vendor must deliver a secure management dashboard, REST JSON API integration with existing IND systems, comprehensive user training, email and SMS notifications with event-triggered alerts, CSV export functionality, unlimited user accounts, unlimited support and maintenance requests, regular updates and new features, and mobile-friendly access compatible with Google Chrome and Microsoft Edge. Zero on-site installation is required.

The initial contract term is one year from execution, with the Authority holding renewal options for additional one-year periods up to a cumulative four-year term. Compensation is to be negotiated following the quotation response, with net-thirty-day payment terms. The contractor must maintain comprehensive general liability insurance of not less than $10 million per occurrence and commercial auto liability insurance with a combined single limit of $10 million per occurrence; comply with Worker's Compensation requirements under Indiana law; and comply with Title VI federal nondiscrimination requirements and E-Verify. All work product and intellectual property created by the contractor become the property of the Authority. The Authority may terminate for convenience with three days' written notice.
