About this opportunity
Los Angeles County Metropolitan Transportation Authority (LACMTA) is requesting bids on ten uninterruptible power supply (UPS) systems for the G Line Bus Station Cabinet Facility under Invitation for Bid DR140153, with bids due October 13, 2026, and a mandatory pre-bid conference on September 14, 2026. This procurement is a Small Business Enterprise (SBE) set-aside — only LACMTA-certified SBE firms may submit bids.
The scope covers ten 10KVA Smart-UPS SRT controllers with 240VAC/120VAC single-phase input-output capability, SNMP remote monitoring, mechanical dry contact alarms, 19-inch rack compatibility, and maintenance bypass switches; forty-eight scalable battery packs compatible with 8 and 10KVA systems; and ten 240V/120V surge protectors. All equipment must be APC controllers and battery packs or approved equivalents, with standard manufacturer warranty. Delivery occurs in two phases: first delivery of five controllers, twenty-four battery packs, and five surge protectors within 90 calendar days of Notice to Proceed; final delivery of five controllers, twenty-four battery packs, and five surge protectors within 180 calendar days. All products ship to 590 South Santa Fe Avenue, Los Angeles, California 90013, Monday–Friday 8:00 a.m.–3:00 p.m. Pacific Time, excluding Metro-observed holidays. Submittals must include assembly drawings, wiring schematics (five hard copies and one electronic copy each), device descriptions, system configuration procedures, and installation and maintenance manuals. All work must comply with applicable telecommunications industry standards, Underwriters Laboratory requirements, and NFPA 70.
Award will be made to the lowest-priced responsive and responsible bidder on a firm fixed-price basis. The project completion deadline is September 30, 2027. Prevailing wage requirements apply under 29 CFR 5.5. LACMTA will retain 10 percent of progress payments as security, reduced to 5 percent after 50 percent completion if progress is satisfactory; SBE prime contractors receive payment within 15 days under the 15-Day Pay initiative, and subcontractors within seven days of the contractor's receipt from LACMTA. All first-tier subcontractors must be pre-qualified. Bidders must submit a bid bond, certified check, or cashier's check equal to not less than 10 percent of the total bid price. Questions are due September 21, 2026; approved equal requests by September 28, 2026. Bid opening is scheduled for 2:30 p.m. October 13 via Microsoft Teams.
