About this file
This is a Scope of Services document issued by the Los Angeles County Metropolitan Transportation Authority (LACMTA or Metro) for the procurement of ten (10) Uninterruptible Power Supply (UPS) systems to replace end-of-life backup power batteries at the G-Line (Metro Orange Line) Bus Station Cabinet Facility (BSCF). Each UPS system shall include a 10KVA capacity controller with maintenance bypass switch mode, smart UPS remote monitoring capability with SNMP protocol, mechanical dry contact alarm, 19-inch rack compatibility, four (4) scalable battery packs per station with battery replacement cartridge options, and an in-line surge protector. The systems must accept 240VAC/120VAC single-phase input with 240VAC/120VAC output consisting of two (2) L5-30R outlets and one (1) L14-40R outlet. The contractor is required to deliver comparable equipment to the specified APC Smart-UPS SRT models or approved equivalents, with APC controllers and battery packs matched together for compatibility. The contract specifies a two-phase delivery schedule: the first delivery of 5 UPS controllers, 24 battery packs, and 5 surge protectors within 90 calendar days from Notice to Proceed, and the final delivery of an additional 5 UPS controllers, 24 battery packs, and 5 surge protectors within 180 calendar days from Notice to Proceed.
The contractor shall deliver all products to 590 South Santa Fe Avenue, Los Angeles, CA 90013, between 8:00 AM and 3:00 PM Monday through Friday (PDT), excluding Metro-observed holidays. Submittals must include assembly of parts, wiring connections, schematic drawings (five hard copies and one electronic copy each), device descriptions and functions, system configuration procedures, and installation and operational/maintenance manuals. All equipment must comply with applicable Telecommunication industry standards, Underwriters Laboratory requirements, and NFPA 70. Controllers and batteries shall include standard manufacturer's warranty. The document references existing electrical schematics (Figures 1 and 2) showing the local utility source providing 240VAC input to the Metro electrical panel and subsequently to the BSCF UPS systems.
