About this file

This is a Certificate of Compliance with 49 CFR Part 655, a federal regulation document applicable to transit agencies and recipients of federal transit funding. The document serves as a certification requirement for state and local transportation authorities receiving grants or assistance under the Federal Transit Administration (FTA) programs. The certificate confirms an agency's compliance with provisions related to transit employee protective provisions, prevailing wage standards, and labor protections established under 49 CFR Part 655. This compliance certification is typically required as a condition for receiving federal transit funding and must be executed by authorized agency officials before contract awards or fund disbursements can proceed.

The document establishes mandatory compliance requirements for agencies to follow federal labor standards, including provisions for employee protection, prevailing wage rates, and collective bargaining protections for transit workers. Agencies must certify their commitment to maintaining these standards throughout the performance of federally-funded transit projects. The certificate represents a prerequisite condition that does not directly involve competitive bidding, pricing structures, or project-specific deliverables, but rather serves as an administrative and legal compliance mechanism. No pricing terms, set-asides, or specific contract durations are established within this compliance document, as it functions as an overarching regulatory requirement applicable to all federal transit funding recipients regardless of project scope or contract value.
