About this opportunity
The Berkshire Regional Group Purchasing Program (BRGPP), acting on behalf of 32 participating municipalities across Berkshire County, Massachusetts, solicits bids for FY27-10A Paving services to be performed during the period July 1, 2026 through June 30, 2027. This joint cooperative purchasing agreement seeks qualified contractors to perform comprehensive paving services including pavement overlay, mill and fill operations, full-depth reclamation, milling, bituminous concrete placement (leveling and surface courses), tack coat application, structure adjustments, and hot mix asphalt (HMA) berming across three geographic regions within Berkshire County. Services must include micro-surfacing applications for worn but structurally sound pavements, with application rates ranging from 18-36 pounds per square yard depending on application type, utilizing cationic polymer-modified asphalt emulsion and crushed aggregate meeting AASHTO specifications. All bidders must be pre-qualified by MassDOT for paving work prior to bid submission and must maintain comprehensive insurance coverage including workers' compensation at statutory limits, employer's liability at $1,000,000, automobile liability at $1,000,000, general liability at $1,000,000 per occurrence with $3,000,000 aggregate, and excess/umbrella liability at $4,000,000. Bidders must submit a 5% bid deposit in the form of a bid bond or certified check and comply with Massachusetts prevailing wage requirements under General Laws Chapter 149, Sections 26-27F and Chapter 30, Section 39M, with weekly certified payroll submissions required. Work must adhere to MassDOT 2026 Standard Specifications for Highways and Bridges, and bids must be submitted electronically through the BRGPP's OpenGov online procurement portal no later than Thursday, April 2, 2026 at 1:00 p.m., with public opening and reading of bids to follow. Contract awards are anticipated by April 20, 2026. The question submission deadline is March 27, 2026 at 4:00 p.m., with responses due March 30, 2026 at 4:00 p.m. Awards will be made to the lowest responsive and eligible bidder, with consideration given to past performance, reliability, and quality.
There are no set-aside designations or specific restrictions on organization types responding to this procurement; however, all bidders must be pre-qualified by MassDOT for paving work classifications prior to bid submission. The procurement documents do not identify any incumbent vendors or current contractors for these services. Winning bidders must pay a quarterly administrative fee of 1.75% of reported purchases and submit quarterly reports within 21 days of quarter-end. Additionally, contractors must provide three client references, OSHA 10-hour certification for all employees, a labor and materials payment bond equal to 50% of the awarded contract value, and proof of tax compliance and non-collusion. The estimated contract values for FY27-10A Paving services are $985,671.00 for Northern Berkshire County, $332,730.00 for Central Berkshire County, and $1,729,980.00 for Southern Berkshire County, with awards available for individual county regions or combinations thereof, representing a total potential contract value of approximately $3.05 million across all regions.
