About this opportunity

The Illinois Department of Transportation is requesting bids on ten digger derrick trucks for agency field operations under IFB #26-494DOT-FINAD-B-49567, with bids due June 1, 2026. No set-asides or preference programs apply; domestic product preference is available where U.S. manufactured equipment is available at competitive pricing and quality.

The procurement covers five distinct truck specifications across multiple IDOT districts. Two specifications call for single-axle, center-mounted 45-foot digger derricks with 37,000 lbs. gross vehicle weight rating and 15,000 lbs. lifting capacity (T98-60-11D1, T98-60-11D3, T98-60-11D6, T98-60-11D8); one specification covers tandem-axle, rear-mounted 65-foot digger derricks with 56,000 lbs. GVW (T98-60-25D2). All equipment must be newly manufactured and unused, with comprehensive hydraulic systems, utility bodies, LED lighting, wireless communications headsets, and personnel work platforms. District-specific configurations include extended cabs, customized storage compartments, specialized turret operator platforms, dual radio remote controls, and upgraded inverters. Bidders must be established manufacturers or authorized dealers and must provide documentation of service locations within the district's geographic region.

Contract term runs through July 31, 2030, with a maximum ten-year duration including any renewals. Pricing must remain firm for six months following execution; freight costs must be included in unit pricing. Bidders are responsible for pilot model inspection transportation and meals/lodging for a minimum of two state representatives prior to production. Educational instruction on operation and maintenance must be provided upon delivery. Manufacturer's standard one-year warranties commence at the in-service date; vendors must provide operators' manuals, parts lists, and service manuals at delivery.

All bids must be submitted electronically through BidBuy with completed vendor disclosures (Forms A or IPG active registration), specifications questionnaires, and descriptive literature. Bids remain firm for 180 days from opening. The state will award to the lowest priced responsive and responsible bidder. No pre-submission conference is scheduled. A $15 minority contractor initiative fee applies to awarded contracts valued at $1,000 or more. The procurement is funded through state sources. Bid-related protests may be submitted within fourteen days of solicitation posting or fourteen days after award notification.
