About this opportunity
Pinellas County is requesting bids on airfield pavement rehabilitation at St. Petersburg-Clearwater International Airport (PIE) under ITB 26-0722-ITB-C, with bids due July 28, 2026. All contractor personnel requiring unescorted access to secure areas must complete TSA-mandated fingerprint-based background checks, SIDA training, and security badging under 49 CFR 1542 before work begins.
The scope is a mill-and-overlay rehabilitation of distressed asphalt pavements across multiple taxiways and runway surfaces. Base bid work includes cold milling of 11,500 square yards at 3 inches depth and placement of 2,040 tons of asphalt mix pavement in a single 3-inch lift, plus 1,150 gallons of emulsified asphalt tack coat and comprehensive pavement marking (temporary and permanent yellow and black markings, plus hold-position and ramp-control signage). An additive option covers an additional 1,700 square yards of milling, 300 tons of asphalt pavement, 170 gallons of tack coat, and 400 additional square feet of yellow markings. Work is staged across three distinct construction phases over 10 consecutive calendar days, with nightly runway closures and daily taxiway closures; mobilization spans 30 calendar days for submittals, permitting, and traffic control setup. The contractor must establish a full-time on-site quality control program with a minimum five-year pavement construction background and NICET Level II technicians. Mobilization is capped at 10 percent of total project cost. Work must commence within 15 calendar days of notice to proceed and complete within 45 calendar days. Contractor responsibilities include all permits (except those specified as county responsibility), utility location and protection costs, equipment repair related to haul routes, and FOD management protocols. At least one runway must remain open to aircraft at all times; 72-hour advance notice is required for activities affecting aircraft operations.
Mandatory compliance documents include human trafficking affidavit, E-Verify affidavit, foreign countries of concern affidavit, common carrier attestation, and SBE compliance form. Performance and payment bonds are required. The contract is governed by Florida law, and all extra work requires written county board approval. Invoices must comply with Florida Statutes Section 218.70 et seq (Local Government Prompt Payment Act).
