About this opportunity

The Missouri Department of Social Services, Children's Division is requesting proposals for Foster Care Case Management services across seven designated regions in Missouri under RFP STATE 0000000597SL, with proposals due October 21, 2026 at 2:00 PM Central Time. This is a rebid of STATE 0000000418SL issued May 29, 2026.

Contractors must be qualified public or private not-for-profit organizations with a minimum of five years' experience providing child welfare services in Missouri and must be licensed as a child placing agency. Accreditation by the Council on Accreditation (COA), Joint Commission (TJC), or Commission on Accreditation of Rehabilitation Facilities (CARF) is required and must be maintained throughout the contract. Contractors must maintain offices in awarded regions, provide 24/7 access to case managers, and maintain no more than eight supervisors per professional personnel and a minimum of one case manager per fifteen children in out-of-home care, or meet the contractor's accrediting body standards if more stringent.

The scope includes case management for children in out-of-home placements, family-centered services for parents and siblings, resource home development, and community resource development. Services extend to Transitional Living Program (TLP) options including Pre-Transitional Living Group Homes, Transitional Living Group Homes, and Transitional Living Single/Scattered Site Apartments for youth ages 15.5 through 20. Current caseload distribution totals approximately 4,635 cases across all regions, with the St. Louis Region carrying 1,970 cases, Kansas City Region 1,008 cases, and remaining regions ranging from 211 to 556 cases. Additional LS1 cases total approximately 6,073 statewide.

Pricing is submitted as firm, fixed price per case per month on Exhibit B, remaining unchanged if case numbers are adjusted during the contract term. The contract period runs from execution through September 30, 2027. All personnel must undergo background investigations and Family Care Safety Registry screening. Contractors must comply with HIPAA and the Business Associate Agreement terms, federal funding requirements, and state training compliance protocols including Joint Settlement Agreement Pre-Service and Annual In-Service training mandates. Case records transfer and service transition protocols establish procedural requirements for maintaining continuity of care during contractor transitions.
