About this file

This attachment is a Joint Settlement Agreement Training Compliance Protocol document issued by the Missouri Department of Social Services for the Foster Care Case Management contract opportunity. The protocol establishes mandatory training and reporting procedures for contracted providers employing Children Service Workers and Social Service Supervisor I (AC) staff members. Contracted providers must designate a staff member to submit a monthly report by the 5th working day of each month listing all employees in these job titles, including their names, automated system User IDs, hire dates, supervisor information, email addresses, and any personnel changes such as resignations or terminations. New staff must be highlighted in yellow and terminated staff in blue. All contracted staff in these designated positions are required to complete the Joint Settlement Agreement Pre-Service and Annual In-Service trainings regardless of case assignment status. The state agency reviews submitted rosters for consistency with the automated system and state records, requests clarification for any discrepancies, and generates a final Master Roster by the 8th working day of each month.

The state agency provides the monthly Master Roster to the Health Information Specialist (HIS) Unit Program Specialist, who cross-references it with the Contractors Psychotropic and Informed Consent Report from the analytics database to identify new employees and inconsistencies. The HIS Program Specialist updates the Employee Learning Center and creates a Contracted Provider Training Review List identifying any staff who have not completed required Pre-Service and Annual In-Service trainings. This training review list is then shared between the HIS Program Specialist and the state agency, with both parties collaborating to ensure identified contracted staff are notified and complete their mandatory training requirements. The protocol establishes a systematic monthly monitoring and compliance process designed to track contractor staffing changes and ensure adherence to training mandates outlined in the Joint Settlement Agreement.

Attachment 5 Joint Settlement Agreement Training Compliance Protocol

1. The contracted provider shall appoint a designee who shall complete the Monthly Report of Frontline Workers and Supervisors (spreadsheet provided by the state agency) that lists their staff with a Children Service Worker and Social Service Supervisor I (AC) job title employed for that month in their agency and submit to the state agency by the 5th working day of the month.

The Monthly Report of Frontline Workers and Supervisors shall include the following contracted provider’s information:

a. Name, automated system User ID, worker or supervisor, direct supervisor, contracted provider’s e-mail address.

b. Hire Date (verified by contracted provider’s personnel department)

c. Staff who have resigned/terminated (including end date), on leave, etc., within that month.

d. New staff highlight in yellow and resigned/terminated staff highlight in blue.

Contracted staff members in these “Job Titles” are required to complete the Joint Settlement Agreement (Agreement) Pre-Service and current Annual In-Service trainings. The requirement is not based on being assigned an Alternative Care case. If you change from any other “Job Title” to a Children Service Worker or Social Service Supervisor I (AC) you will be required to complete the Agreement’s Pre-Service and current Annual In-Service trainings.

2. The state agency compares the uniform spreadsheet to last month’s contracted provider Master Roster to ensure consistency with the information in the state automated system (i.e., hire date, job titles, etc.).

3. If there are inconsistencies the state agency creates a review list and sends it to the contracted provider’s agency designee to request any clarifying/additional information (i.e., missing hire date, termination from employment date, etc.).

4. If the state agency requests clarifying/additional information from the contracted provider, the state agency will update the information when it is received. If needed, the changes in the contracted staff information will be communicated to the training unit through the completion and submission of an updated CD-173 Security Access Form sent through the CD.PROFDEVELOPMENT@dss.mo.gov e-mail.

5. When the update is complete or there is no review list, the state agency will create the current monthly contracted provider Master Roster and identify the number of new contracted staff in green highlight and the date the staff member resigned/terminated in the “Exit Date” column.

6. The state agency will send the current month’s contracted provider Master Roster to the Health Information Specialist (HIS) Unit, Program Specialist by the 8th working day of the month.

7. The HIS Unit Program Specialist will obtain a copy of the Contractors Psychotropic and Informed Consent Report from the analytics database (Tableau) and compare it to the current contracted provider Master Roster to identify any new employees, inconsistencies, i.e., missing hire date, job title, etc., and prepare a list of identified inconsistencies. The Program Specialist will review the list of new employees and identified inconsistencies and update the Employee Learning Center.

8. When the most accurate/consistent CD Contractors Psychotropic and Informed Consent Report is complete, the HIS Program Specialist reviews the Report to identify any contracted staff who have not completed the Pre-Service and/or Annual In-Service trainings. The HIS Program Specialist creates a “Contracted Provider Training Review List” of any contracted staff who need to complete the Pre-Service and/or Annual In-Service trainings. A copy of the Contracted Provider Training Review List will be sent to the state agency. The HIS Program Specialist and state agency will collaborate to ensure that contracted staff on the training list have been informed to complete the trainings.
