About this opportunity
The West Virginia Department of Administration Purchasing Division is requesting quotes for next-generation firewalls, rack mounting shelves, and SFP+ transceiver modules on behalf of the Alcohol Beverage Control Administration under CRFQ ABC2700000001, with quotes due September 22, 2026 at 1:30 p.m. EST and questions due September 8, 2026 at 2:00 p.m. EST.
The scope is a one-time purchase of two Palo Alto Networks Enterprise Firewalls (PAN-PA-550), two Palo Alto Networks 1U rack mount shelves, and four Palo Alto Networks SFP+ transceiver modules (10GbE). These are specified equipment items with single-source manufacturer designation. Authorized resellers may submit alternate or equal products with manufacturer part and model numbers; vendors submitting alternate firewalls must provide technical documentation demonstrating compliance with all mandatory functional specifications and include all necessary security software subscriptions for the hardware life. Vendors assume costs for installation, software, hardware, and training associated with alternate submissions.
Delivery must occur within 60 working days of purchase order receipt to 900 Pennsylvania Avenue, 4th Floor, Charleston, West Virginia, or to the ABCA Warehouse at 97 Independent Avenue, Nitro, West Virginia. Terms are F.O.B. destination; unacceptable items will be returned at vendor expense with no restocking charge. Payment follows West Virginia state procedures. Award will be made on lowest overall total cost. Vendors must acknowledge receipt of all addenda (including Addendum No. 1, issued August 31, 2026) by completing the Addendum Acknowledgment Form; failure to do so may result in bid disqualification.
Inquiries should be directed to James W. Atkins, assigned buyer, at (304) 558-0094 or james.w.atkins@wv.gov. Bids are submitted to the Department of Administration Purchasing Division at 2019 Washington Street East, Charleston, West Virginia 25305.
