About this opportunity
The West Virginia Department of Administration, General Services Division is requesting quotes for an open-end master agreement to provide fire extinguisher inspection, maintenance, and repair services at 29 state-controlled buildings throughout West Virginia under ARFQ GSD2700000003, with bids due July 28, 2026 at 2:30 p.m. EST and technical questions due July 21, 2026 at 2:00 p.m. EST.
The scope includes annual inspections, 6-year inspections, and 12-year inspections of fire extinguishers; recharging of units under 15 pounds and over 15 pounds; replacement parts with vendor markups; and corrective maintenance services at an hourly rate during business hours (8:00 a.m. to 5:00 p.m., Monday through Friday) with a four-hour response time requirement. Estimated corrective maintenance is approximately one hour annually across the portfolio. The vendor must designate a contract manager and submit quarterly reports detailing purchases and expenditures. Vendors must provide proof of commercial general liability insurance and workers' compensation insurance and must have completed three successful commercial foodservice hood inspection service projects with references provided prior to award.
Bids will be evaluated on lowest overall total cost shown on the pricing pages. Vendors must submit Exhibit A with unit prices for each service category and extended annual costs; pricing must remain firm for the life of the contract unless the State authorizes adjustments. Travel expenses must be included in hourly rates. Payment is made in arrears upon invoice receipt. Vendors must be registered with the West Virginia Purchasing Division prior to award and must acknowledge receipt of all addenda, including Addendum 1, which clarifies that pricing represents per-extinguisher pricing rather than site-specific counts. No pre-bid meeting is required. Contact Cody G. Taylor at 304-352-5531 or cody.g.taylor@wv.gov for inquiries.
