About this opportunity
The West Virginia Department of Environmental Protection, Office of Oil and Gas, is requesting quotes for the Farmer #1 Well Plugging Project (API# 47-045-00004) in Logan County, with bids due October 13, 2026, at 10:30 AM Eastern. This is a federally funded project subject to Davis-Bacon prevailing wage requirements and Buy America compliance.
The scope encompasses three line items: permitting (obtaining all necessary local, state, and federal permits), well plugging (permanent abandonment in accordance with West Virginia Code and regulations), and wellsite reclamation to state standards. The orphaned oil/natural gas well is situated on Cabin Road near Chapmanville. The contractor must achieve 75% local labor market hiring and comply with weekly federal prevailing wage rate payments. Post-award remedial actions—including methane emission testing and fluid-leak monitoring—are the contractor's responsibility at no additional cost if post-plugging emissions exceed 1 g/hr or leaks are detected. Liquidated damages are $1,000 per working day for delays beyond the specified completion time.
The contract structure is lump-sum pricing for all three services, with an initial one-year term and potential for up to three successive one-year renewal periods with mutual written consent and Attorney General approval. The apparent successful bidder must provide a 5% bid bond, performance bonds and labor/material payment bonds each at 100% of contract value, and maintain Commercial General Liability and Automobile Liability Insurance with minimum limits of $2 million per occurrence. Additional requirements include a West Virginia contractor's license, drug-free workplace affidavit, and Buy America certification for all materials unless subject to approved waivers.
The mandatory pre-bid meeting was held September 30, 2026. Technical questions were due October 2, 2026. All bids must be submitted electronically through wvOASIS Vendor Self Service at www.wvOASIS.gov. Addenda Nos. 1, 2, and 3 have been issued; vendors must acknowledge receipt of all addenda with bid submission to avoid disqualification. Contact Herminio David Robles at (304) 414-1155 or david.h.robles@wv.gov.
