About this opportunity
The City and County of San Francisco is soliciting sealed bids on a Micro-LBE Set-Aside contract for ADA and parking improvements in Golden Gate Park under CON27-0005, with bids due August 27, 2026 at 2:30 p.m. This is a restrictive set-aside: only CMD Certified Micro-LBEs are eligible to bid, and the prime contractor must self-perform at least 25% of the total contract amount. Firms with principal places of business in Supervisorial District 1 and project zip code 94121 qualify for additional bid discounts (1% for District 1; 1.5% for zip code 94121) under the Neighborhood LBE Pilot Program.
The scope comprises installation of 26 ADA car parking spaces and 10 ADA van spaces across multiple Golden Gate Park locations; construction of 3 curb ramps with detectable warning systems; concrete pads for 20 pay stations; utility surveys at approximately 330 sign locations; reset of 2 utility boxes; and associated signage and pavement marking work. Drawings specify detailed ADA compliance standards including accessible stall dimensions (18'–1" wide by 9'–1" deep), accessible aisles (8'–1"), curb ramp slopes (1.7% cross slope, 4.5% running slope), and concrete pad specifications (minimum 10 inches thick for pay stations). Contractors must hold a California Class A General Contractor's License and demonstrate experience completing at least three ADA-compliant pedestrian pathway and curb ramp projects within the past five years.
The cost estimate is $550,000 on a lump-sum basis. Contract time is 120 calendar days from Notice to Proceed for substantial completion, plus 30 days for final completion. Critical milestones require concrete pads operational by November 1, 2026, and all pay stations and signs operational by December 31, 2026. Liquidated damages are $2,000 per day for failure to achieve substantial completion and $1,000 per day for final completion. A performance bond and payment bond, each equal to 100% of the contract amount, are required. Retention is 5% of all payments, with a one-year warranty on all work.
Prevailing wage requirements apply. All contractors and subcontractors must register with the California Department of Industrial Relations and provide certified payroll records. The non-mandatory pre-bid meeting is August 6, 2026 at 10:00 a.m. at Martin Luther King Drive and Hagiwara Tea Garden Drive. Questions are due by August 13, 2026 at 5:00 p.m. Addendum #1 was posted August 17, 2026, without changing the bid due date.
