About this file

This Addendum No. 1 document modifies Contract No. CON27-0005 for the GGP ADA Parking Project, issued by the City and County of San Francisco on August 17, 2026. The project involves the installation of ADA-compliant parking spaces, including associated site work such as curb cuts, ramps, signage, and pavement markings in Golden Gate Park. Bidders must submit sealed bids by Thursday, August 27, 2026, at 2:30 pm to bridget.webster@sfgov.org. A non-mandatory pre-bid meeting was held on August 6, 2026, at the corner of Martin Luther King Drive and Hagiwara Tea Garden Drive. The addendum clarifies key technical specifications and addresses bidder questions regarding contractor responsibilities, including concrete footing requirements for ADA sign posts (minimum 12 inches wide by 3 feet deep), utility survey specifications (minimum 3 feet deep), paint specifications for parking spaces (thermoplastic paint or preformed markers on flat surfaces; traffic paint on curbs), and paving details for access aisles and curb cut areas.

The project carries a cost estimate of $550,000 and is designated as a Micro-LBE Set-Aside solicitation, requiring the prime contractor to be CMD Certified as a Micro-LBE and to self-perform at least 25 percent of the total contract amount. A Class A contractor license is required. Bidders with principal places of business located within Supervisorial District 1 and zip code 94121 may qualify for additional bid discounts under the Neighborhood LBE Pilot Program. The Contract Compliance Officer is Norbu Dhonyo (norbu.dhonyo@sfgov.org). The revised drawing set included in this addendum replaces the original set with minor modifications to ADA ramp layouts and sheet numbers.

BID OPENING DATE:

No change to bid date. Bids due Thursday, August 27, 2026 by 2:30pm emailed to bridget.webster@sfgov.org

REVISED DRAWING SET:

1. The revised drawing set replaces the original set. There are minor changes to ADA ramp layouts and sheet numbers.

BIDDER QUESTIONS AND ANSWERS:

1. Who is digging the sign posts and if contractor is digging what size are the sign post holes?

a. Contractor is responsible for digging ADA sign posts. Concrete footing shall be a minimum of 12” W x 3’ deep. SFMTA is digging all other post holes; the contractor does not need to dig the post holes, only perform the utility survey. Utility survey shall scan a minimum 3’ deep.

2. What is the detail of the “No Parking” signs to be installed?

a. Temporary “No Parking” signs can be coordinated with the project manager. Contractor is responsible for posting signage along the road prior to construction commencing in that area, and for maintaining traffic control.

3. What is the specification for the ADA Parking Car and Van Spaces paint?

a. Thermoplastic paint or thermoplastic preformed markers to be installed on flat surfaces. Curbs shall be painted with traffic paint.

4. What is the detail of the “recessed curb” called out in many areas?

mailto:bridget.webster@sfgov.org

a. See DPW Standard Specifications RX1- RX11 included in Attachment 1. All curbs shall be 6” standard concrete curb without a gutter.

5. There is no legend detail for the darker areas that sometimes have white diagonal lines and sometimes dark diagonal lines in the ADA landing areas. Is the intent to use the AC paving per Detail A on drawing L45 and pave the areas of the triangles in the adjacent colors with the same detail?

a. The curb cut in areas associated with new ADA spaces are intended to be fully paved with AC, including the access aisles and the triangular shaped areas. The area shown as access aisle within the curb cut area (depicted as white stiped diagonals, either 20’1”x5’1” for standard spaces or 20’1”x8’1” for van spaces), need to be <1.7% cross-slope as shown in the drawings. They are intended to be striped with white paint to specs shown on Sheet 3.5.1. The triangular shaped area does not need to be striped.

b. The landings, depicted as a hatched 4’1”x4’1” at the end of the curb ramp, do not need striping but must be <1.7% slope in all directions.

c. All access aisle stripes to be in white with a blue border- refer to standard details on Sheet G 3.51

6. Construction Note 6 Legend does not match the drawing legends.

a. Note on actual drawings take precedent. Use Construction Notes and Legend as resource for unlabeled elements.

7. What are the tree planting specs for L28?

a. Contractor to furnish and install a 36” box torrey pine. RPD to approve and tag the tree prior to delivery.

8. Is WWF needed in the Pay Stations 10" concrete pad?

a. Pay stations should not have WWF or rebar.

9. Is 6" of AB needed under the 10" Pay Station concrete pad? Like detail B on L45.

a. Yes

10. Is the Dura-edge Metal Header needed around the 4'x30" AC pads adjacent to the concrete 10" Pay Station pads? Like detail A on L45.

a. The Dura-edge Metal Header shall be installed around AC pads adjacent to the concrete Pay Station pads, except where the AC is adjacent to the concrete itself.

11. Specifications page "Required Submittals" calls for Metal Headerboard ( 1/8" width x 4" depth). Drawing L45 seems to call for an 11" or 12" Metal Headerboard. What is required 4" or 12"?

a. The headerboard is 4”-- the stakes are the longer pieces.

11. Using the ADA area to be constructed on Drawing L3 as a typical area, is the intent of the drawings to leave the existing AC curb intact and excavate the area behind the AC curb down 11" to build the ADA area level with the top of the existing curb per Detail A on Drawing L45 i.e. no curb removal?

a. Existing AC Curb to be demolished to install ADA area. A portion of the AC Curb will likely need to be rebuilt to align with new ADA ramp area.

12. Is the contractor responsible for furnishing and installing the ADA signs called out in Construction Notes No.

9, on virtually all drawings, or is SFMTA installing these signs? Also there is no drawing G3.51 Detail 9 for the sign. If the reference is supposed to be Drawing that follows Drawing G 3.0 which detail is to be used?

a. Contractor responsible for ADA signs. Unless otherwise stated in drawings, signs should be mounted on 2” schedule 40 galvanized steel post with a concrete footing that is a minimum 12”W x 3’ Deep.

b. Drawing G3.51 is now correctly labelled in the revised drawing set attached.

c. Construction Note 9 references Sheet G 3.51 which is included in the drawing set. Detail 9 on that sheet is for Van Accessible Parking Stall Signs.

13. There is no drawing D1.1 as called out on Construction Notes No. 2 on virtually all drawings. We assume the reference is Detail A on L45.

A. See detail A on L45 when drawing references D1.1.

14. There are no areas outlined in red as called out for "New Asphalt Paving (See Sheet D1.1 for Details)" as depicted in Construction Notes No.1.

a. All new access aisles associated with a new ADA parking space are depicted with dark grey fill on the drawings. These areas will have AC paving and will need to match the adjacent roadway.

b. Additionally asphalt will be used in other locations; as an example in L8 ADA-15A, there is new asphalt connecting the truncated dome from the ADA parking spot to new landing in the existing pathway. This asphalt is outlined in red.

15. Pay Stations: The bid calls for 20 concrete pads, while the drawings identify 25 pay stations. Please clarify the discrepancy and confirm the power source for the pay stations. Is the Contractor responsible for providing conduit within or to the concrete pads?

a. There are a total of 25 paystations being installed in the park. The project has been revised to call for 14 concrete pads because the remaining 11 paystations are going to be installed on existing concrete surfaces. See table below for details.

16. New Tree: Please clarify who is responsible for furnishing and planting the new tree shown in the drawings.

a. Contractor to furnish and install a 36” box torrey pine. RPD to approve and tag the tree prior to delivery.

17. Job Walk: Please provide a list of all parties who attended the mandatory job walk.

a. No parties attended the NON-mandatory job walk

18. Asphalt: Please provide the estimated total square footage of asphalt demolition and replacement required for the project.

a. Contractors are advised to review plans to determine the amount of asphalt and other materials that would need to be demolished and replaced.

19. Non-ADA Signage / Utility Clearance: Please clarify whether the Contractor is responsible for utility clearance at the approximately 330 non-ADA sign locations, whether USA North 811 may be used, and what marking method is required.

a. Contractor is only responsible for utility clearance of the 330 non – ADA sign locations. SFMTA will dig the holes and install signs. 811 is generally not in the park, a private utility scanning company will be needed.

21. How deep SFMTA Will be digging to install the signage posts for the 330 non-ADA. The reason we are asking is because we need to know deep our utility inspection should go.

a. Scanning shall be a minimum 16” W x 3’ Deep.

22. The installation instructions, for the MacKay Tango pay stations, say that the anchor bolts (4ea or 6ea per unit) will be supplied by SFMTA, not the paystation supplier. Will these anchors be given to the contractor free of charge by SFMTA?

a. MTA will drill and install the anchor bolts.
