About this opportunity

The Oregon Department of Transportation is requesting competitive quotes for ceiling and floor installation at the ESB Mitchell Maintenance Station Storage Building on Highway 26 near Mitchell, Oregon, with quotes due August 24, 2026 — a rebid restricted exclusively to contractors certified as Emerging Small Businesses (ESBs) by the State of Oregon's Certification Office for Business Inclusion and Diversity (COBID).

The base bid covers installation of a new ceiling system including framing, metal panels, attic access, and attic ventilation in the 1,728-square-foot storage facility. Add Alternate #1 is removal of existing building lighting and installation of new lighting with occupancy sensors. Add Alternate #2 is installation of a new 6-inch-thick reinforced concrete floor slab with thickened edge. ODOT uses the additive-alternates structure to maximize work completion within available funding limits, with individual alternates awarded based on funding availability.

Concrete must meet minimum 4,500 psi compressive strength with maximum water-cement ratio of 0.47, verified through seven-day and twenty-eight-day test cylinders. Ceiling panels must be minimum 0.0136-inch precoated steel sheet with 0.75-inch ribs at 9-inch spacing and 36-inch coverage width. Rough carpentry uses No. 2 or better Douglas Fir. Ceiling installation must be tight with gaps not exceeding one-quarter inch. All work must comply with 2024 Oregon Standard Specifications for Construction and prevailing wage requirements for Wheeler County (BOLI Region 12), applicable only if the contract exceeds $50,000.

Substantial completion is required by October 15, 2026, with final completion by November 2, 2026. Liquidated damages of $100 per calendar day apply for delays beyond substantial completion. The awardee must perform at least 51 percent of labor using its own workforce, hold CCB licensing prior to submission, maintain a Public Works bond on file with the CCB before commencing work, and provide performance and payment bonds each equal to the contract price. Commercial General Liability insurance must be maintained at $1 million per occurrence / $2 million annual aggregate; Commercial Automobile Liability at $1 million combined single limit. A 1-year installation warranty is required. Work is scheduled weekdays 6:00 a.m. to 5:00 p.m. A voluntary pre-quote conference was held July 12, 2026 at the Deschutes Conference Room in Bend. Quotes must be submitted electronically through OregonBuys with no public opening scheduled. Award will be made to the responsible offeror submitting the responsive quote with the lowest total price for selected items. Quotes are firm offers valid for a minimum of 30 days from closing.
