The project scope includes installing a new ceiling with framing, metal panels, attic access, and ventilation; removing and installing new building lighting as an alternate option; and installing a new 6-inch thick reinforced concrete floor slab as a second alternate option. All work must comply with the 2024 Oregon Standard Specifications for Construction and prevailing wage requirements for Wheeler County (BOLI Region 12). Project start is scheduled after Notice to Proceed, with substantial completion required by October 15, 2026, and final completion by November 2, 2026. Liquidated damages will apply for failure to meet the substantial completion deadline. Quotes must be submitted electronically through the OregonBuys eProcurement system by the closing date specified in that platform, with no public opening scheduled. A voluntary pre-quote conference is available as outlined in Section A.8.

This solicitation is restricted exclusively to contractors certified as Emerging Small Businesses (ESBs) by the State of Oregon's Certification Office for Business Inclusion and Diversity (COBID), with participants required to perform at least 51 percent of labor using their own workforce. Offerors must be licensed with the Oregon Construction Contractors Board (CCB) prior to submission and must maintain a Public Works bond on file with the CCB before commencing work. Unless ODOT amends this RFCQ by Addendum, a response from ODOT does not change Plans, Specifications, contractual terms, or procurement requirements.

C.13.5 REQUEST RELATED TO ADDENDA. Requests for clarification and requests for change shall be submitted to the SPC per the method provided in Section C.13.3 and must be received by the time and date specified in the Addendum or 5:00 pm (Pacific) on the next business day after issuance of the Addendum if no specific date and time is given, or they will not be considered. If modifications are required after Quote submission, Offeror must withdraw its initial Quote submission using the “Withdraw Quote” button and submit a new Quote submission. Failure to comply with the provisions of this Section will result in Quote rejection.
