About this opportunity

The West Virginia Division of Corrections and Rehabilitation is requesting quotations for equipment, plumbing, and systems maintenance and repairs services at the Central Regional Jail and Correctional Facility in Sutton, West Virginia (ARFQ 0608 DCR2700000021), with sealed bids due October 23, 2026 at 10:30 a.m. E.S.T.

The scope encompasses preventative maintenance performed biannually, corrective maintenance billed at hourly rates, and markup on new equipment, devices, and parts. Preventative maintenance pricing must separate labor and material costs, with materials billed at cost plus a contractor-determined percentage markup. Corrective maintenance labor rates are categorized by regular hours (estimated 100 annually), overtime (16 hours), holiday (8 hours), and emergency (8 hours). New equipment, devices, and parts are estimated at $20,000 annually for markup calculation purposes. Technicians must hold a minimum of five years' experience and maintain appropriate state licenses, including West Virginia Electrician or Plumber licenses, EPA 608 Certification for HVAC work, and a West Virginia Contractors License. Contractors must establish 24-hour emergency telephone service and provide all tools and equipment at no cost to the agency.

The initial contract term is one year with renewal options for up to four successive one-year periods subject to mutual written consent and Attorney General approval. Prior to contract award, the awardee must furnish a 5% bid bond, 100% performance bond, 100% labor and material payment bond, and proof of commercial general liability insurance and automobile liability insurance ($1,000,000 per occurrence each). A non-mandatory pre-bid meeting is scheduled for October 14, 2026 at 1:00 p.m. E.S.T. at the facility. Written questions are due October 16, 2026 at 2:00 p.m. E.S.T.
