About this opportunity

The City of Detroit is soliciting quotes for emergency residential demolition at 2939 Baldwin under an RFQ due August 31, 2026, restricted to firms prequalified under the City's Non-Proposal Demolition Program.

The structure has been ordered demolished by the Detroit Building Official under Detroit City Code 8-17-41 through 8-17-45 and NESHAP regulations (40 CFR 61 Subpart M) due to immediate danger of structural collapse and public safety hazard. The Building Official's notice, dated August 21, 2026, permits property owners three business days to engage City-licensed contractors; the City reserves the right to proceed with demolition during this window if necessary.

Work must commence within one calendar day of Notice to Proceed, with structure demolition completed within three calendar days, backfill and grading within fourteen calendar days of open-hole approval, and final inspections and seeding per specified timelines. The contractor must assign a qualified Project Manager, maintain personnel with OSHA Lead Awareness Training and asbestos certifications, verify utility disconnection, establish dust control with two misting hoses, notify residents within 400 feet, and comply with all federal, state, and local regulations. All debris removal, transport, and disposal to licensed Type II landfills is the contractor's responsibility, including treatment of asbestos-containing materials. Backfill materials must comply with Michigan Part 201 Residential Cleanup Criteria and require Owner approval before use. The contractor must correct all deficiencies, repair surrounding infrastructure damage, replace damaged sidewalks, and remediate dust and nuisance conditions at no additional cost to the City. Following Final Grade Approval, the site must be seeded with 100% Dutch white clover or an Owner-approved alternative.

Bidders must submit a site-visit photograph (contractor's own, not the City-provided image) with their quote. Quotes remain binding for 120 calendar days. Successful vendors must secure 100% performance and payment bonds within five business days of award notification and name the City of Detroit and Detroit Land Bank Authority as additional insureds. Payment is contingent on pre-invoice review, approval of supporting documentation, and Owner verification of satisfactory completion; the City may withhold payment or deduct costs equivalent to corrections performed by the City due to contractor deficiencies.
