About this file

This is a Request for Proposal (RFP) note regarding emergency residential demolition services for the property located at 2939 Baldwin in Michigan. The project involves the demolition of a residential structure, with the RFP prepared to solicit competitive bids from qualified contractors. The document indicates that an Emergency Management Group (EMG) demonstration was scheduled for July 29, 2026, suggesting that a site visit or bidders' meeting may have been planned to allow potential contractors to assess the property condition and understand project requirements prior to submitting proposals.

The file serves as an internal planning document to ensure proper RFP procedures and documentation requirements are met for this emergency demolition contract. Specific details regarding pricing terms, contract duration, funding sources, and formal response deadlines are not elaborated within this note document, as it appears to be a preliminary administrative memo rather than the complete RFP package itself.

Dwelling completely burned down to 1st floor and foundation. All structural members burned and collapsed into to basement including roof, rafters, studs, and joists. Open void at basement level and further collapse imminent. Vacant lots adjacent.

Recommend: Emergency Demolition

*Emergency timelines must be met regardless of if Frost Laws are in effect.

Backfill:

· The awarded vendor must use backfill material from a Category 2 source approved on the City of Detroit Backfill platform. Please refer to the backfill platform for a current list of approved sources.

DWSD Lead Service Line Removal

· Effective August 1, 2026, as part of all planned and emergency residential and commercial demolition projects, the Construction & Demolition Department (CDD) will notify the Detroit Water and Sewerage Department (DWSD) upon receipt of BSEED Open Hole Approval. This notification will allow DWSD to:

1. Verify the existing water service line material; and

2. Remove any lead service lines, if present.

· DWSD has advised that, once notified that a property is ready for inspection, it will complete the inspection and any required lead service line removal within five (5) business days.

· No changes to the demolition scope of services or contractor responsibilities are required as a result of this process.

· Upon receiving the Open Hole Approval notification from BSEED, CDD will create a demolition issue in Salesforce. This will automatically notify the demolition contractor that the property has been placed on hold while DWSD verifies the water service line material and removes any lead service line, if necessary.

· The demolition issue will pause the project's term of performance and document both the date the property was placed on hold and the date it was released. This process will ensure accurate tracking of contractor performance and compliance with contractual timelines.

Discipline:

· The successful vendor will be subject to the “CDD_Abatement and Demolition_Contractor Discipline Policy_5.12.2025”.

· This policy can be located in your Contractor Resources Folder or at the following link here. CDD_Abatement and Demolition_Contractor Discipline Policy_5.12.2025.pdf
