About this opportunity

The City of Detroit Office of Contracting & Procurement is requesting quotes for emergency residential demolition at 5040 Maxwell under RFQ 2026-FD-014, with questions due August 13, 2026 at 9:00 a.m. and proposals due the same day at 10:00 a.m. — a compressed 48-hour procurement cycle. The Building Official issued a Notice of Emergency Ordered Demolition on August 6, 2026 (Record DNG2026-01484) under Detroit City Code 8-17-41 through 8-17-45, finding the structure unsafe, dangerous, and in imminent danger of collapse; demolition shall commence immediately.

The property is a two-story, fire-damaged, two-family residential frame structure at 5040 Maxwell (Parcel 17008319, 0.076 acres, 3,311 square feet) with extensive fire damage, compromised walls lacking structural strength, and a standing chimney without adequate support. Scope includes standard demolition and debris removal within three calendar days of Notice to Proceed; coordination with the Detroit Water and Sewerage Department for water and lead service line verification and removal within five business days of notification; backfill and grading within fourteen calendar days of Open Hole Approval; and site finalization including sidewalk replacement and seeding. Contractors must employ a qualified Project Manager and personnel with OSHA Lead Awareness Training and asbestos awareness credentials. Pre-demolition activities include demarcation, signage, and health and safety notifications to residents within 400 feet. All debris must be removed as asbestos-containing waste to licensed Type II landfills. Backfill sourcing must come from City-approved Category 2 sources meeting Part 201 Residential Cleanup Criteria. Work is prohibited when sustained winds exceed 20 mph. The City bears all permit costs (wrecking and hydrant permits); contractors bear the $134.00 hydrant re-inspection fee if a hydrant fails inspection.

Bidders must visit the site, submit dated photographs in a single PDF, complete income tax and accounts receivable clearance, provide a signed signature page with an authorized agent's full contact information, submit a completed price sheet matching Oracle line items and an item cost sheet, comply with City of Detroit Construction Contractor Guidelines, submit an affidavit of disclosure, and complete a City Council–requested smartsheet survey. Evaluation is price only; lowest-cost bidder wins. Payment terms are Net 30. No changes to scope or contractor responsibilities result from DWSD lead service line removal; any hold period pauses the contract term, with hold and release dates documented for performance tracking. Contractors remain subject to the CDD Abatement and Demolition Contractor Discipline Policy effective May 12, 2025.
