About this opportunity

The City of Detroit Office of Contracting and Procurement is requesting quotes for emergency commercial demolition of the structure at 5553 Chene under RFQ 186869, with quotes due October 15, 2026 at 11:00 AM EST and questions due by 10:00 AM EST the same day. The Building Official issued a Notice of Emergency Ordered Demolition on October 8, 2026, determining the structure structurally unsound and in immediate danger of collapse.

Demolition services must be performed by pre-qualified vendors in the City's Demolition Program. The scope encompasses hazardous-materials verification, structural demolition, debris removal and disposal, backfill and grading using Category 2 sources approved on the City of Detroit Backfill platform, and final site restoration to include seeding with Dutch white clover. Contractors must install six-foot chain link fencing within three calendar days, distribute public health materials to properties within 400 feet within one calendar day, perform continuous wetting during demolition, and comply with Class I asbestos protocols regardless of prior abatement. Work is restricted to Monday through Friday, 7:30 a.m. to 5:30 p.m., with sunset-to-sunrise limitations on other days. All work must be completed within the timeframe specified in the Notice to Proceed.

Award will be based on lowest responsive and responsible bid price, with consideration given to local preferences. Evaluation is price-only. Contractors must visit the site, submit dated photographs with bids, and provide combined certificates of authority, completed price sheets in Excel format, item cost sheets, signed signature pages, standard documents, Affidavit of Disclosure forms, and evidence of Income Tax and Accounts Receivable Clearance. Contractors are not responsible for permit costs but are liable for hydrant re-inspection fees ($1,920 for commercial structures if a hydrant fails inspection). Successful vendors must secure 100% performance and payment bonds and certificates of insurance naming the City of Detroit and Detroit Land Bank Authority as additional insureds within five business days of award notice. Quotes remain binding for 120 calendar days. Payment terms are Net 30, issued by Purchase Order only. Contractors are prohibited from assigning any Purchase Order or contract without prior written approval from the Chief Procurement Officer and Chief Financial Officer.
