About this file
This file contains notes for inclusion in a Request for Proposal (RFP) issued by the City of Detroit's Construction & Demolition Department (CDD) in coordination with the Detroit Building, Safety Engineering and Department (BSEED) and Detroit Water and Sewerage Department (DWSD) for emergency commercial demolition services at 5553 Chene Street, Michigan. The project involves the demolition of a one-story frame commercial building that is open to the elements, with significant structural deterioration including missing roof covering, deteriorating rafters, roof shifts at valleys, a large opening due to failing rafters, and foundation failure causing the rear bump out to tilt dangerously. The property, owned by DLBA, also exhibits rodent infestation due to missing foundation blocks and an unmaintained yard with debris. BSEED has recommended emergency demolition, and emergency timelines must be met regardless of frost law restrictions.
The awarded vendor must source backfill material from a Category 2 source approved on the City of Detroit Backfill platform. Upon receipt of BSEED Open Hole Approval, the CDD will notify DWSD to verify water service line material and remove any lead service lines if present, with DWSD completing this work within five business days. The demolition project timeline will be paused during this verification and removal process, with the CDD documenting hold dates in Salesforce to ensure accurate tracking of contractor performance. The successful vendor will be subject to the CDD Abatement and Demolition Contractor Discipline Policy dated May 12, 2025, which outlines performance standards and disciplinary procedures for contractors.

Notes to Include in the RFP
BSEED Inspector Description: Out on a DB Reinspect, found:
1 Story frame commercial building Open to elements at roof and side 2nd floor window. Foundation block missing in rear allowing rodent infestation.
Yard not maintained with debris on berm.
The roof has been missing a covering for an extended period of time. The rafters are deteriorating and the roof has shifted at both valleys. There is a large hole opening because of the failing rafters. The rear bump out has shifted and is tilting due to foundation failure. The rear wall is missing some block at the foundation. Further collapse is imminent of both of these items.
DLBA owned property Recommend: Emergency Demolition.
DFD Fire Occurrence Date: N/A
*Emergency timelines must be met regardless of if Frost Laws are in effect.
Backfill:
· The awarded vendor must use backfill material from a Category 2 source approved on the City of Detroit Backfill platform. Please refer to the backfill platform for a current list of approved sources.
DWSD Lead Service Line Removal
· Effective August 1, 2026, as part of all planned and emergency residential and commercial demolition projects, the Construction & Demolition Department (CDD) will notify the Detroit Water and Sewerage Department (DWSD) upon receipt of BSEED Open Hole Approval. This notification will allow DWSD to:
1. Verify the existing water service line material; and
2. Remove any lead service lines, if present.
· DWSD has advised that, once notified that a property is ready for inspection, it will complete the inspection and any required lead service line removal within five (5) business days.
· No changes to the demolition scope of services or contractor responsibilities are required as a result of this process.
· Upon receiving the Open Hole Approval notification from BSEED, CDD will create a demolition issue in Salesforce. This will automatically notify the demolition contractor that the property has been placed on hold while DWSD verifies the water service line material and removes any lead service line, if necessary.
· The demolition issue will pause the project's term of performance and document both the date the property was placed on hold and the date it was released. This process will ensure accurate tracking of contractor performance and compliance with contractual timelines.
Discipline:
· The successful vendor will be subject to the “CDD_Abatement and Demolition_Contractor Discipline Policy_5.12.2025”.
· This policy can be located in your Contractor Resources Folder or at the following link here. CDD_Abatement and Demolition_Contractor Discipline Policy_5.12.2025.pdf
