About this opportunity
The City of Detroit Office of Contracting and Procurement is requesting quotes for emergency commercial demolition at 3045 Mt. Elliot from prequalified contractors, with questions due October 1, 2026 at 2:00 p.m. EST and quotes due October 1, 2026 at 4:00 p.m. EST.
The scope covers complete demolition and removal of a one-story frame commercial structure with significant structural failures, including a missing roof with deteriorating rafters, shifted and tilted rear section due to foundation failure, missing foundation block allowing rodent infestation, and unmaintained yard with debris. The Detroit Land Bank Authority owns the property. Work must include disconnection and capping of all utilities, salvage of valuable materials where feasible, proper disposal of hazardous and non-hazardous waste in compliance with environmental regulations, site grading to clean and level condition, and comprehensive fencing per an attached fencing plan. The contractor must obtain all necessary permits and licenses (permit costs are the City's responsibility), maintain comprehensive insurance naming the City of Detroit and Detroit Land Bank Authority as additional insureds, and adhere to all federal, state, and local regulations. Demolition timelines must be met regardless of whether Frost Laws are in effect. Backfill material must come from a Category 2 source approved on the City of Detroit Backfill platform. Completion is required within 30 days of work commencement. The City will withhold or rescind the Notice to Proceed and may rescind awards at its discretion. Payment terms are Net 30. Contractors are liable for hydrant re-inspection fees if hydrants fail, at $1,920 for commercial structures.
Award will be based on price alone; the lowest responsive and responsible bid wins. Contractors must be prequalified with the City, conduct mandatory site visits with date-stamped photographs submitted as a single PDF, and submit completed price sheets and professional rate sheets in Excel format, certificates of authority, income tax and accounts receivables clearance, signature pages with authorized agent certification, and proof of compliance with City of Detroit construction contractor and demolition policies. All subcontractors require the same documentation. Quotes remain binding for 120 calendar days and cannot be withdrawn. The City does not reimburse quote preparation costs; all quotes become City property subject to public disclosure under Michigan Freedom of Information Act.
