About this file

This document is an instruction guide for the Emergency Management and Government (EMG) Professional Rate Schedule, applicable to procurement activities in Michigan. The file provides standardized procedures and guidelines for establishing and applying professional service rates for emergency demolition and related projects. While specific to the 3045 Mt Elliot emergency commercial demolition project, these instructions establish the framework for how contractors must structure and submit their professional rate schedules, including hourly rates, labor classifications, and overhead calculations. The document outlines the methodology contractors must use when proposing services, ensuring consistency and compliance with state and local procurement standards for emergency response initiatives.

The rate schedule instructions detail the pricing structure that contractors must follow when submitting bids for emergency demolition services. The guidelines specify required labor categories, rate components including direct labor, burden rates, and profit margins, and any restrictions on rate adjustments during the contract term. These instructions serve as the binding framework for all cost proposals related to the project, ensuring transparent and standardized pricing across all eligible bidders. The document establishes baseline requirements for demonstrating cost reasonableness and provides the mechanism through which emergency services can be procured efficiently while maintaining fiscal oversight and competitive procurement practices.
